For purposes of this Article, the following words shall have the meanings given in this Section:
PAWNBROKER
Any person engaged in the business of lending money on the security of pledged goods or in the business of purchasing tangible property on the condition that it may be redeemed or repurchased by the seller within a fixed period of time.
PAWNSHOP
The location at which, or premises in which, a pawnbroker regularly conducts business.

It shall be unlawful for any person to engage in the business of a pawnbroker or pawnshop without obtaining a pawnbroker/pawnshop license from the City.

Application for a license to engage in the business of pawnbroker or pawnshop under the provisions of this Article shall be filed with the City Clerk and shall be on forms to be furnished by the Clerk and signed and sworn to by the applicant. The requirements of Section 376.043, RSMo., shall apply to license applications filed under this Article.

Transfer of an existing pawnshop or the change of ownership of an existing pawnshop shall require the same application process as a new pawnshop license. Licenses are personal to the licensee and are not transferable. A license shall be for one (1) business location only; multiple locations are prohibited.

No license for engaging in the business of pawnbroker/pawnshop shall be issued when the issuance thereof would increase the number of pawnbrokers/pawnshops operating in the City to more than one (1) per each fifteen thousand (15,000) inhabitants residing in the City.

A. 
No license shall be issued for the operation of a pawnbroker/pawnshop as defined within this Chapter, wherein said pawnbroker/pawnshop will be located within five hundred (500) feet of the property line of any church/synagogue, or school.
B. 
No license shall be issued for the operation of any pawnbroker/pawnshop within one thousand (1,000) feet of the property line of property on which there is located another pawnbroker/pawnshop.

No pawnbroker, member of the pawnbroker's family, employee or any other person shall be permitted to live in a pawnshop or in rooms connected therewith.
