A. 
The following boards and commissions are hereby continued or created:
(1) 
Library Board: minimum of seven to maximum of nine members.
(2) 
Peters Township Parks and Recreation Board: minimum of seven to maximum of nine members.
(3) 
Personnel Appeals Committee: three members.
(4) 
Planning Commission: five members.
(5) 
Zoning Hearing Board: five members, one to three alternates.
(6) 
Cable Television Board: five members.
(7) 
Environmental Quality Board: five to nine members.
(8) 
Construction Code Board of Appeals: three members, one alternate.
(9) 
Youth Commission: up to nine members.
B. 
Except where otherwise provided by law, the Charter or ordinance, all boards and commissions shall be advisory in nature and perform no administrative function.

A. 
The appointment of members of all boards and commissions shall be as provided in the Charter,[1] ordinance, resolution, or by motion.

B. 
A member of any board or commission may be removed by the Council for cause.
C. 
Any vacancy on a board or commission shall be filled by the Council for the remainder of the unexpired term. Such vacancy shall be filled by the Council as soon as practical subsequent to the date the vacancy occurs.
D. 
The members of any board or commission shall serve without compensation, except as otherwise provided by law, the Charter or ordinance. Members may be reimbursed for any reasonable expenses incurred in the performance of their duties.
E. 
All members of boards and commissions shall be residents of the Township.
A. 
Each board and commission shall provide for rules and regulations governing its operation. Such rules and regulations shall provide for the keeping of records pertaining to its duties, the conduct of meetings and public hearings and a periodic reporting to the residents of the Township and the Manager. All such rules and regulations shall be approved by the Manager and Council.
B. 
The Manager shall attach each board or commission to an appropriate unit of the administrative service for necessary staff, liaison and administrative assistance.
