Prior to the passage of any resolution or ordinance vacating any
existing Township road or parts thereof, the Township Council shall
give 10 days' written notice to all property owners affected thereby
of the time and place for a public hearing thereon, by public notice
thereof published at least 10 days prior to the hearing in a newspaper
of general circulation in the Township. At such time, all interested
persons shall be given the opportunity to be heard.

Following such public hearing, the Council may, by majority favorable vote of the quorum present, enact a resolution or ordinance vacating any existing Township road or part thereof by filing a copy of such resolution or ordinance in the Office of the Clerk of Courts of Washington County, Pennsylvania, with a copy to be maintained at the Township offices. After adoption, the resolution or ordinance thereby adopted shall be published one time in a newspaper of general circulation in the Township in accordance with Article II, ยงย C-2.14, of the Home Rule Charter.
Any resident of the Township who deems himself adversely affected
by action taken pursuant to such resolution or ordinance may take
an appeal therefrom within 30 days of the adoption of the ordinance
authorizing such action by filing an appeal in the Court of Common
Pleas of Washington County, Pennsylvania; provided, however, that
upon petition by the Township, the appealing party must enter with
the court sufficient surety so as to indemnify the Township for all
costs and legal expenses incurred in the proceedings in the event
the appeal is denied.
