A. 
The Board of Aldermen shall elect a Clerk for such Board, to be known as "the City Clerk", whose duties and term of office shall be fixed by ordinance. Among other things, the City Clerk shall keep a journal of the proceedings of the Board of Aldermen. He/she shall safely and properly keep all the records and papers belonging to the City which may be entrusted to his/her care; he/she shall be the general accountant of the City; he/she is hereby empowered to administer official oaths and oaths to persons certifying to demands or claims against the City.
B. 
The term of office of the City Clerk shall commence as of the date of the City Clerk's election to office by the Board of Aldermen and continue until such time as the employment is terminated in accordance with the applicable ordinances of the City, including Section 115.090, in conformance with Section 79.240, RSMo.
The desired qualifications, duties and responsibilities for the office shall be as is set forth in the City of Valley Park Job Description as adopted by the Board of Aldermen.
C. 
Nothing in this Section shall prohibit the Mayor and Board of Aldermen from appointing the City Administrator to also serve as the City Clerk.

The City Clerk of the City of Valley Park, Missouri, is hereby designated as the Assistant Human Resources Representative for all City of Valley Park personnel. The duties of that office shall include assisting the Human Resources Director, as well as being the sole custodian of all personnel records including, but not limited to, records of employment applications, time keeping, absenteeism, illness, leave, vacation, discipline and separation.
