A free public library and reading room is hereby established
in the City.

The free public library and reading room in the City shall be
governed by a Board of nine (9) Trustees chosen from the citizens
at large with reference to their fitness for such offices, but no
member of the City Government shall be a member of such Board.

The Mayor, with the approval of the Board of Aldermen, shall
appoint the members of the Library Board who shall hold office one-third
(1/3) for one (1) year, one-third (1/3) for two (2) years and one-third
(1/3) for three (3) years from the first (1st) of July following their
appointment and at their first (1st) regular meeting shall cast lots
for their respective terms. Annually thereafter, the Mayor, before
the first (1st) of July of each year, shall appoint, as before, three
(3) Trustees who shall hold office for three (3) years and until their
successors are appointed.

The Trustees shall elect one (1) of their number as President and one (1) as Treasurer and may elect such other officers as they deem necessary. Bylaws shall be adopted that are not repugnant to the laws of the State or City ordinances. The free public library and reading room shall be known as "The City of Valley Park Municipal Library District" and shall be a political subdivision of the State and a body corporate with all the powers and rights of like or similar corporations, it shall maintain the funds and have exclusive control of the expenditures of all monies collected to the credit of the district, it shall account for said funds as provided in Section 145.080.

The Trustees under this Article shall have the power to appoint
a properly qualified librarian and necessary assistants and to fix
their compensation and shall also have power to remove such appointees,
and shall in general carry out the spirit and intent of the laws of
the State and ordinances of the City in establishing and maintaining
a public library and reading room.

No Trustee under this Article shall receive compensation as
such, and no person shall be employed by the Library Board who is
related either by blood or marriage to any Trustee of said Board.

The library and reading room established under this Article
shall be forever free to the use of the inhabitants of the City, always
subject to such reasonable rules and regulations as the Library Board
may adopt in order to render the use of said library and reading room
of the greatest benefit to the greatest number. Said Board may exclude
from use of said library and reading room any and all persons who
willfully violate such rules. Said Board may extend the privileges
and use of such library and reading room to persons residing outside
of the City in this State, upon such terms and conditions as said
Board, from time to time, by its regulations, may prescribe.

The librarian shall make, within eight (8) weeks after the end
of the fiscal year of the library, an annual report to the Board of
Trustees stating the condition of the library and its services on
the last day of the fiscal year, the various sums of money received
from the Library Fund and from other sources and how the monies have
been expended and for what purposes, and such other statistics, information
and suggestions as may be of general interest. This report shall be
transmitted by the Board of Trustees to the City Clerk and the Board
of Aldermen, and a copy shall be transmitted at the same time to the
Missouri State Library.

The Mayor, by and with the consent of the Board of Aldermen,
may remove any Library Trustee for misconduct or neglect of duty.

Vacancies in the Library Board, occasioned by removal, resignation
or otherwise, shall be reported to the Board of Aldermen and shall
be filled in like manner as original appointments, except that if
the vacancy is an unexpired term, the appointment shall be made for
only the unexpired portion of that term.
