A.
Pursuant
to Ordinance No. 1703, as amended, and the assessment approved by
City voters on August 8, 2006, there is hereby imposed an annual fee
of twenty-five dollars ($25.00) on each residential property having
six (6) or less dwelling units to provide funds to pay the cost of
certain repairs of defective lateral sewer lines of those dwelling
units.
B.
The
administration of said fees shall be in accordance with the provisions
contained in a Sewer Lateral Repair Program which shall be as adopted
by the Board of Aldermen to become effective January 1, 2007. The
City is hereby authorized to enter into a collection contract with
St. Louis County Department of Revenue for the collection of fees
for the Sewer Lateral Program which is on file in the City offices.
C.
The
funds collected pursuant to this Article shall be deposited in a special
account to be used solely for the purpose of paying for all or a portion
of the costs reasonably associated with and necessary to administer
and carry out the defective lateral sewer service line repairs. All
interest generated on deposited funds shall be accrued to the special
account established for the repair of lateral sewer service lines.
