A. 
It shall be unlawful for any person to disfigure, damage or in any way injure or destroy either in whole or in part, or carry away any tree, shrub, plant, flower, stone, stone work, bench, chair, seat, stand, structure, fence, or thing whatsoever in any park; or molest any bird, bird's nest, fish, animal or anything belonging to or kept therein; or paste or affix or inscribe any handbill, poster, card, device or inscription to or upon any tree, fence, or structure within any Valley Park park.
B. 
Any person convicted of violating this Section, in addition to the penalties provided in Section 225.200, shall be assessed the actual costs of remediation incurred by the City in a minimum amount of thirty-five dollars ($35.00) per lineal foot of damaged property.

A. 
No person unless authorized by law shall use, carry or possess any longbow, crossbow, slingshot, pistol, revolver, rifle, shotgun, air gun or any other weapon where a projectile is propelled by gunpowder, air, compressed air or springs in any Valley Park park unless authorized by the Board of Aldermen.
B. 
No person shall pursue, catch, trap, kill or take any wildlife in any manner except fishing as permitted.
C. 
The feeding, touching, teasing, frightening or intentional disturbing of wildlife, or their nesting, breeding or other activities, is prohibited.

All persons pursuing fish, crawfish, and other waterbound wildlife must abide by the Missouri Wildlife Code and all regulations promulgated by the City of Valley Park. The taking of fish by gig or longbow, except as permitted by the Wildlife Code in temporary overflow waters, is prohibited.

A. 
Concessionaires, operating concession stands in Valley Park parks under contract with the City of Valley Park, are hereby authorized to dispense alcoholic beverages by the drink under the terms and conditions herein stated.
B. 
Concessionaires operating concession stands, as stated in Subsection (A) herein, shall, prior to dispensing alcoholic beverages as stated therein, and with the prior approval of the Valley Park Board of Aldermen, obtain a proper license to dispense alcoholic beverages as required by the laws of the State of Missouri. Said concessionaire may dispense such alcoholic beverage by the drink only at the times and places and with the prior approval of the Valley Park Board of Aldermen.
C. 
No person shall possess any alcoholic beverage in any Valley Park park nor carry, transport, or otherwise bring any alcoholic beverage into any park except when expressly authorized by the Valley Park Board of Aldermen in conjunction with an approved reservation for a picnic shelter, picnic site, or other facility or when served or disbursed by a licensed concessionaire. The Board of Aldermen may require a security deposit of up to five hundred dollars ($500.00) per day for any reservation authorizing alcoholic beverages and may declare all or any part of such deposit forfeited if damage is done to park property. The City may revoke authorization of alcoholic beverages at anytime.

All watercraft used or capable of being used as a means of transportation on water shall have aboard at least one (1) United States Coast Guard approved lifesaving device for each person on board, such lifesaving device to be in good and in serviceable condition and so placed as to be readily accessible.

Motors without mufflers and other excessive noises no matter how generated are strictly prohibited unless special permission is obtained in writing from the Director; such written permission must be in the possession of the permittee at all times.

No fees of any kind shall be paid for the use of any park facility other than those specifically approved in writing and posted on the premises or on the concession by the Director or as expressly provided herein.

Trucks and buses are prohibited from entering into any park unless specific permission for same is obtained from the Director. Trucks and buses having secured permission must park in areas so designated by the Director or Police Department.

Fires may be built only in the fireplaces provided by the park and must be extinguished before leaving the park. Patrons may also use their own portable "Bar-B-Que" braziers in areas approved by the Director. Open fires are prohibited.

No camping shall be allowed in any park, unless specific permission for same is obtained from the Director.

A. 
No person shall bring a domestic animal into a park, nor shall any person walk, play with, feed, or be in the company of a domestic animal in any park except as follows:
1. 
Domestic animals may be in a park, except Brignole Park, when fastened to a leash, cord or rope not in excess of six (6) feet when holding the leash, cord or rope and preventing the animal from damaging the park or threatening or annoying any other person or animal; provided however, except in Brignole Park, that a dog being trained is not required to be on a leash, cord or rope if the dog is within fifty (50) feet of the person training the dog and the dog is sufficiently obedient to voice command that the dog does not damage the park or threaten or annoy any other person or animal. Guide dogs for disable persons are expressly permitted in Brignole Park.
2. 
No person shall bring a non-domestic animal or exotic animal into a park. This ban shall include but not be limited to primates, bears, wolves, coyotes, foxes, reptiles and any crossbreed of such animals. Wildlife as it exists in parks does not fall under this Section. Valley Park may make a written exception to this ban for special events that have been approved by the Board of Aldermen and Director.

No person shall bring a domestic or non-domestic animal into a park designated as a wildlife management area.

Wastepaper, tin cans, rubbish, and debris of all kinds shall be deposited in the containers provided for that purpose. All areas shall be left in a clean and orderly condition. Dumping or depositing wastepaper, tin cans, rubbish, or debris in or on any receptacle, area, or street other than the receptacles so provided is strictly forbidden.

Solicitation of any business or service is prohibited. No person, firm, or corporation is permitted to offer or advertise merchandise or other goods for sale or hire. The maintaining of a concession or the use of any park facility, building, trail, road, or other park property for commercial purposes is prohibited except upon written consent and approval of the Director.

Permits for use of specific park areas may be obtained by applying in advance to the Director.

The Valley Park Police Department will be the power to enforce any and all ordinances pertaining to Valley Park parks.

Any person, firm or corporation who shall violate any provision of this Chapter or any rule or regulation adopted by the City of Valley Park pursuant to authority granted by this Chapter, shall upon conviction be punished by a fine not to exceed five hundred dollars ($500.00) or by imprisonment, or by both fine and imprisonment.

The Director in conjunction with the Parks Committee is authorized to request bids for title insurance, survey, appraisal, engineering, architectural and other consultant service. No bid may be awarded without the approval of the Board of Aldermen.

Demolition of any structure within any park shall be determined by the Board of Aldermen.

A. 
Fees of forty dollars ($40.00) for a party of thirty (30) persons or less, with twenty dollars ($20.00) to be refunded by the Director if no damage occurs and premises are acceptably clean.
B. 
Fees of seventy-five dollars ($75.00) for a party of thirty-one (31) persons or more, with thirty-five dollars ($35.00) to be refunded by the Director if no damage occurs and premises are acceptably clean.
C. 
Provided that a non-for-profit organization with a tax exempt status shall provide only refundable deposit in accordance with Subsections (A) and (B) if no damage occurs and the premises are acceptably clean.

Unless expressly prohibited by the Board of Aldermen, the Parks Committee may enter into agreements permitting special events to be held within the parks. The Parks Committee is also authorized to require any person or entity who is permitted to have a special event to first pay the City any and all special costs the City may incur as a result of the special event. If the special event will require the City to incur special costs associated with the special event that it would not otherwise incur, then prior to allowing the special event, the Parks Committee must obtain the approval of the Board of Aldermen. "Special costs" include, but are not limited to, direct costs that the City must pay to hold the special event, such as additional police protection and extra labor, support and equipment. The amount of special costs shall be determined by the Board of Aldermen.

A. 
A park may be designated as a natural heritage park. A "natural heritage park" is a park containing natural biologic, geologic or scenic features warranting protection in the public interest.
B. 
The Director shall make all reasonable efforts to protect the natural features in a natural heritage park. "Natural features" include forests, existing elevations, wildlife and wildlife habitat, watercourses and wetlands.

C. 
Development, construction and maintenance in a natural heritage park shall be limited to the following:
1. 
Maintenance and replacement of the physical structures, roads, parking lots, utilities, hiking trails, picnicking, fishing facilities, boat ramps, and mowed areas or of additional development and construction permitted in conjunction with the Board of Aldermen.
D. 
Grading, excavating and mowing shall be permitted in a natural heritage park only to protect the natural features or as needed in development, construction, maintenance or replacement.
E. 
The current designated park areas are as follows: Leonard Park, Railroad Park, Mawr on the Green, Brignole Park, Brignole Center, Meramec Landing, the section near the east flood gate that will be developed for park land, the area northeast of Vance and Hanna Roads, and all future undevelopable land acquisitions to be designated as park areas (i.e., the land south of the railroad tracks, south of the subdivisions on Vance Road and west of Meramec Station Road).

Except for unusual and unforeseen emergencies, City Parks shall be open to the public each day of the year. The opening and closing hours for each individual park shall be set by the Parks Director with the approval of the Mayor and Board of Aldermen and shall be posted therein for public information.

A. 
Each person in a park shall:
1. 
Comply with all applicable provisions of the State motor vehicle traffic laws in regard to equipment and operation of vehicles together with such provisions as are contained in this Code.
2. 
Obey all Police Officers; said officers shall direct traffic whenever and wherever needed in the parks and on the highways, street or roads immediately adjacent thereto in accordance with the provisions of this Chapter and such supplementary regulations as may be issued by the Board of Aldermen.
3. 
Observe carefully all traffic signs indicating speed, direction, caution, stopping or parking, and all others posted for property control and to safeguard life and property.
4. 
Ride or drive a vehicle at no greater speed than fifteen (15) miles an hour, except upon such roads as the Board of Aldermen may designate by posted signs.
5. 
Drive a vehicle only on paved roads, or such other areas as may on occasion be specifically designated as temporary parking areas by the Board of Aldermen.
6. 
Park a vehicle only in an established or designated parking area, and such use shall be in accordance with the posted directions thereat and with the instructions of any Police Officer who may be present.

No glass containers for food or beverage or other purposes shall be permitted in City parks, and any person in possession of such a container in a City park made of glass, whether full, partially full or empty, shall be guilty of a violation of this Code and subject to the penalty as provided in Section 100.220 of the Municipal Code.
