The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance on any day except Sunday and public holidays within the districts or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified by ordinance on any day except Sundays and public holidays within the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the City Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.
In cases where an equally direct and convenient alternate route is provided, an ordinance may describe and signs may be erected giving notice thereof that no persons shall operate any commercial vehicle upon streets or parts of streets so described except those commercial vehicles making deliveries thereon.

No through commercial vehicles licensed in excess of eighteen thousand (18,000) tons shall be operated on those streets or portions thereof which are set forth in Schedule XI.

A. 
Parking of vehicles on the paved portion of Crescent Avenue, south of its intersection with Eastwind Drive and on Eastwind Drive, shall be permitted, except as prohibited by no parking sign or by ordinance, subject to the following regulations.
1. 
No motor vehicle or vehicles as defined under Section 300.010 of this Code shall be parked on the public street in any area for a continuous period of time exceeding seven (7) days and no trailer as defined under the term "vehicle" as set forth under Section 300.010 of this Code may be parked unattached from a motor vehicle on the public street in any residential area for a continuous period of time exceeding twelve (12) hours in a residential area, except that trailers may be parked (unattached) in residential areas on public streets by government agencies and public utility companies in the course of residential services for a continuous period of time not to exceed seven (7) days.
2. 
No recreational vehicle may be parked or stored on any public right-of-way, except in emergencies.
3. 
It shall be unlawful for any vehicle operator, or owner of any property upon which said vehicle is parked, or the property owner's agent to cause, allow, or permit any refrigeration compressor, motor, or other refrigeration equipment or any vehicular engine on any truck, trailer, tractor, tractor-trailer or other commercial vehicle, except in emergencies, to run or operate while any such vehicle is parked or placed within one thousand (1,000) feet of an occupied residential structure between the hours of 8:00 P.M. in the evening to 8:00 A.M. the following day.
4. 
No vehicle shall be stored on any public right-of-way.
5. 
No vehicle shall be parked on the unpaved portions of any public right-of-way.

No person shall operate a motor vehicle on those portions of streets which are set forth in Schedule IX in excess of the load limits prescribed in said Schedule.
