Each taxicab shall bear on the outside of each rear door, in
painted letters, the name of the owner, and in addition may bear an
identifying design approved by the Chief of Police. No vehicle covered
by this Chapter shall be licensed whose color scheme, identifying
design, monogram or insignia to be used thereon shall in the opinion
of the Chief of Police conflict with or imitate any color scheme,
identifying design, monogram or insignia used on a vehicle of any
other taxicab company in the City in such a manner as to be misleading
or tend to deceive or defraud the public.

Every person operating taxicabs shall display on his/her taxicabs
on the outside of each front door, in letters of not less than three
(3) inches, the rate of fare asked, demanded or received by the person
in charge of the taxicab, whether the rate is computed on a mileage
basis or upon the time consumed by the passenger in traveling in the
taxicab.

Every person operating taxicabs or limousines shall keep his/her
taxicab or limousine in a clean and sanitary condition and in such
mechanical condition as shall be necessary to provide safe transportation
to the public.

Every person operating taxicabs or limousines shall have his/her
taxicabs or limousines inspected under the supervision of the Chief
of Police by a reputable and qualified garageman at such intervals
as the Chief of Police shall establish and at least twice each year
to insure the continued maintenance of safe operating conditions.
It shall be the duty of the Chief of Police, after having supervised
any inspection for the above purposes, to report thereon to the Board
of Aldermen.
