Except as otherwise specifically provided or indicated by the
context, the following rules of interpretation shall apply to this
Charter.
A.
Words.
All words used in this Charter indicating the present tense shall
not be limited to the time of adoption of this Charter, but shall
extend to and include the occurrence of any event or requirement described
in the Charter.
B.
Numbers.
The singular number shall include the plural and the plural number
shall include the singular.
C.
Days.
In all places in this Charter where a number of days is referred to,
it shall be presumed that consecutive calendar days are intended,
unless the context clearly indicates otherwise.
D.
Statutes
as amended. Any references to statutes shall be considered to be references
to those statutes as amended.
E.
Section
numbers. All references to section numbers shall refer to section
numbers of this Charter.
As used in this Charter, the following terms shall have the
meanings indicated:
The Charter of the Village of Spring Lake.
The Clerk/Treasurer of the Village of Spring Lake.
The Spring Lake Village Council.
A resident of the Village having the qualifications of an
elector of the State of Michigan, and who has resided in the Village
at least 30 days.
An individual employed by the Village other than an official,
officer, appointee, volunteer, independent contractor, employee of
an independent contractor, or any other person.
Includes the United States Constitution and applicable federal
statutes, the Michigan Constitution and statutes, and applicable common
law in effect at the time the provisions of the Charter containing
the word "law" are to be applied.
The concurring vote of a majority of members of the Council
present, including the Village President, and voting at any legal
meeting of the Council at which a quorum is present.
An appointive officer of the Village.
An official of the Village elected at large or a person appointed
to an elective office.
Includes political bodies, corporate bodies, incorporated
entities, partnerships, sole proprietorships, as well as individuals.
The President of the Village of Spring Lake.
Includes reproductions by any reliable method.
Publication as provided by this Charter, or Council ordinance.
The State of Michigan.
Includes statutes as amended.
December 31 of each year, unless changed by law.
The Village of Spring Lake.
The Spring Lake Village Manager.
Except in reference to signatures, the words "written" and
"in writing" shall include any method of documented communication
which is understandable to normal literate persons.
