All lines which carry natural gas or gaseous substances for any purpose in the City of Lower Burrell shall be placed underground.

All pipelines and other parts of any underground system of any person, firm or corporation in the City of Lower Burrell shall be not less than 2 1/2 feet beneath the surface of the ground. Every person, firm or corporation who or which shall remove or take up, displace or disturb any portion of the surface of any street, highway, alley, sidewalk or trail shall first be required to apply for a street opening permit and shall promptly renew or replace said portion in as good condition as the same was before the work was commenced.
Every person, firm or corporation maintaining any underground pipeline in accordance with the requirements of this article shall be responsible for the regular inspection and maintenance of said line.
All existing pipelines for the transportation of natural gas or other gaseous substances within the City of Lower Burrell which do not comply with the regulations set forth in this article shall, immediately after the date of approval of this article, be removed and installed in compliance herewith.

Any person, firm or corporation who shall violate any provision of this article shall upon conviction thereof, be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation continues shall constitute a separate offense.
