The final plat shall be prepared by a registered land surveyor. The subdivider shall file the final plat on linen, mylar or similar durable material, together with eleven (11) copies thereof. The sheet size shall measure no less than eighteen (18) inches by twenty-four (24) and no larger than twenty-three (23) inches by thirty-four (34) inches. All supplementary material shall also conform to the above. The plat and supplementary material shall be submitted to the Commission by the subdivider at least ten (10) working days prior to the date of the Planning and Zoning Commission meeting at which said subdivision is to be reviewed. The Planning and Zoning Commission may require a thirty (30) day review period before granting approval or denial of said plat. The filing fee shall accompany each plat when submitted to the Commission for approval.

A. 
The final plat shall be at a scale no less than one hundred (100) feet to the inch and shall contain the following information:
1. 
The name of the subdivision and the location of the property as to the block, section or U.S. Survey as the case may be.
2. 
The boundaries of the tract.
3. 
The lines of all street rights-of-way, easements and other rights-of-way, all lot lines, building lines with figures showing their dimensions to the nearest one hundredth of a foot.
4. 
Bearings or deflection angles, radii, arc and central angles of all curves with dimensions to the nearest second.
5. 
The lines of all adjoining lands and streets and their names.
6. 
Location and description of at least three (3) monuments, referenced to section and survey monuments.
7. 
The designation of all areas to be used for other than residential lots and their proposed use.
8. 
If the property is within or adjacent to areas subject to periodic inundation, the line of highest high water.
9. 
Certification and seal of surveyors as to accuracy of survey and plat.
10. 
Acknowledgement of the owner and mortgagee regarding plat and all restrictions and conditions affecting property platted as set forth in the indenture of restrictions of the subdivision.
11. 
The plat shall bear a certification so that, if accepted by the City, the Mayor and City Clerk may complete the acceptance by affixing signatures and seal.
B. 
All documents, maps, surveys and plans shall contain the date, title, name and location of the subdivision, the names and addressee of the subdivider, owner, surveyor and engineer, the graphic scale and true north line.
C. 
All dimensions, angles, bearings and similar data shall be tied to primary control points designated by a registered surveyor. Locations and descriptions of said control points shall be given. Except where otherwise approved by the Commission, the control points shall be located section corners of the Coordinate System of the State of Missouri. All contours, grades and elevations shall use the United States Geological Survey Datum Plane and shall be designated on the plat.

A. 
The subdivider shall file with the final plat the following:
1. 
If the improvements or any part thereof have been installed prior to submission of the final plat, the certificate of a registered professional engineer that same have been installed in conformity with the requirements of these regulations.
2. 
Copies of the approved plans and profiles of all subdivision improvements, including grading plans, if required.

A. 
The Commission may check the plat to determine the accuracy of all of the computations and other items designated thereon.
B. 
Within thirty (30) days after submission of the final plat and all of the supplemental data hereinabove required to the Commission, it shall recommend for approval or disapproval of same to the City, which action shall be noted on the plat and signed by Chairman or his/her designate for the Commission. If the plat is not recommended for approval, the grounds therefor shall be stated in the minutes of the Commission.
C. 
Recommendation of the plat by the Commission shall not constitute acceptance of any portion thereof designated for public use. Copies of any final plat containing any area proposed to be dedicated to public use shall be forwarded by the Commission to the Board of Aldermen for its consideration and action.
D. 
When the final plat has been recommended for approval by the Commission and when approved by the Board of Aldermen, a copy thereof shall be filed with the City and to such other agencies as may be appropriate. A copy of the approved plat and indenture of restrictions shall be delivered to the subdivider to be recorded in the office of the Recorder of Deeds of Jefferson County, Missouri.
