The fiscal year for the City of Pasadena Hills shall begin March
first (1st) of each year.

A.
During
the month of March and again during the month of September of each
year the City Treasurer shall prepare and file with the City Clerk
a full and detailed account and statement of the receipts and expenditures
and indebtedness of the City for the half (½) year ending with
the last day of the months of February and August, respectively, which
statement the City Clerk shall present to the Board of Aldermen at
the next regular meeting for inclusion in the minutes and records
of said meeting. In addition, the City Clerk shall cause a copy of
such statement to be published in a newspaper circulated within the
City as required by law.
B.
In
the event the financial statement is not published as required above,
the City Treasurer shall not pay out any money of the City on any
warrant or order of the Board of Aldermen after the end of the month
in which such financial statement should have been published until
such time as such financial statement is published.
