For the purposes of this chapter, the following terms shall have the meanings indicated:
BICYCLE
Every device propelled by human power upon which any person may ride, having two tandem wheels, either of which is more than 16 inches in diameter.
No person who resides in the Borough of Sharon Hill shall ride or propel a bicycle on any street unless such bicycle shall have been licensed and a license sticker shall have been attached thereto, as provided herein.
No person not a resident of the Borough of Sharon Hill shall ride or propel a bicycle ordinarily kept within the limits of the said Borough on any street, unless such bicycle shall have been licensed and a license sticker shall have been attached thereto, as provided herein.

Every owner of a bicycle shall, on or before the first day of June in each and every year, make application to the Chief of Police for a bicycle license and license sticker, such application to be made on a form provided by the Borough.
B.ย 
When any person first makes application for a bicycle license, he shall be given an operator's test and, upon successful completion of such test, shall be granted an operator's license.
The Police Department shall provide in each year, at the expense of the Borough, license stickers, together with registration cards, which tags and cards shall have numbers stamped thereon in numerical order, beginning with number one and indicating the name of the Borough and the year for which the same are issued. Such tags shall be suitable for attachment to the rear mudguard or the frame of the bicycle for which issued, in such a position as to be plainly visible. Such tag shall be attached to the bicycle by the Police Department or persons designated by the Police Department at the time of issuing the license and shall remain attached to the bicycle for which it is issued for so long as such license shall remain in effect. The Chief of Police or persons designated by him shall also keep a record of such registration. Upon issuance of a license and attachment of a tag to the bicycle, the Police Department or persons designated by the Police Department shall also furnish to the owner of such bicycle the corresponding registration card. The operator of a bicycle shall display his registration card or produce satisfactory proof that the owner has such registration card upon the demand of any officer of the Sharon Hill Police Department.
The Chief of Police or persons designated by him shall inspect each bicycle before licensing the same and shall refuse a license for any bicycle which he deems to be in an unsafe condition.
Upon the expiration of any bicycle license, the same may be renewed upon application to and inspection by the Chief of Police or persons designated by him.
It shall be the duty of every person who sells or transfers ownership of any bicycle within the Borough of Sharon Hill to report such sale to the Chief of Police. If such bicycle is licensed and registered, such person shall, at the same time, return to the Chief of Police the registration card and license sticker. Such person shall furnish the Chief of Police with the name and address of the person to whom such bicycle is sold or transferred. Such report and return of the registration card and license sticker shall be made by the person selling or transferring within three days of the date of said sale or transfer.
It shall be the duty of any person who purchases or otherwise acquires a bicycle to apply immediately for a registration card and license sticker, which shall be valid until the first day of June following the issuance thereof.
It shall be the duty of every person who dismantles, reduces to junk or takes out of operation any bicycle, whether the same is registered or not registered, to report the same to the Chief of Police and to turn in the registration card and license sticker if such bicycle is registered.
It shall be unlawful for any person, willfully or maliciously, to remove, destroy, mutilate or alter the number on any bicycle frame; and it shall be unlawful for any person to remove, destroy or alter any license sticker or registration card during the time when such license sticker or registration card is valid, except as provided in ยงยงย 118-8 and 118-10 hereof; provided, however, that if any bicycle does not have a serial number stamped on the frame thereof, or if such number is illegible, then the Chief of Police shall stamp an identification number on the frame of such bicycle.

In case of loss or destruction of any license sticker and/or registration card and/or operator's license, a duplicate sticker and/or card shall be issued to the registered owner of such bicycle upon payment of a fee as set by Borough Council for each sticker or card required, provided such owner gives satisfactory proof of such ownership and loss or destruction of such card and/or sticker, by affidavit or otherwise, to the Chief of Police.
If any bicycle shall be found on any street or alley in the Borough of Sharon Hill without a license sticker, as above set forth, or with a mutilated serial number or no serial number stamped on the frame of the bicycle, it shall be prima facie evidence that such bicycle is being operated without proper registration.
It shall be unlawful for any person to operate a bicycle upon any street or public alley in the Borough of Sharon Hill in violation of any traffic ordinances of the Borough which are applicable to motor vehicles.
It shall be unlawful for any person to operate a bicycle upon any sidewalk in a business district or place of public gathering in the Borough of Sharon Hill.
It shall be unlawful for the operator of any bicycle, when upon any street, to ride with both hands off the handlebars, or to ride other than upon or astride the permanent and regular seat attached thereto, or to carry any other person upon such bicycle other than upon a firmly attached and regular seat thereon. Nor shall any person ride upon a bicycle other than as above provided.
No person shall operate a bicycle upon any street unless such bicycle is equipped with a bell or other device capable of giving a signal audible for at least 100 feet, except that no bicycle shall be equipped with, nor shall any person use upon a bicycle, any siren or whistle.
It shall be unlawful for any person to operate a bicycle upon any street in such a manner as to interfere with any pedestrian who is exercising due care thereon.
It shall be unlawful for any person operating a bicycle upon any street in the Borough of Sharon Hill to propel such bicycle abreast of any other person so propelling a bicycle, except in passing such bicycle.
The operator of a bicycle emerging from an alley, driveway or building shall, upon approaching a sidewalk or the sidewalk area extending across any alleyway, yield the right-of-way to all pedestrians approaching on said sidewalk or sidewalk area and, upon entering the roadway, shall yield the right-of-way to all vehicles approaching on said roadway.
When necessary to park bicycles on a street or sidewalk, bicycles must be parked in an upright position and in a manner not to obstruct pedestrian or vehicular traffic.
Any person who shall violate any of the provisions of this chapter shall, upon determination by the Chief of Police, have his operator's license revoked for a period not to exceed seven days.
