The owner or owners of any building or buildings who shall neglect or refuse to have such building or buildings numbered as aforesaid within 30 days after notice has been given shall forfeit and pay to the Borough, as a penalty for such failure, the cost of having the same done by the Highway Committee as hereinafter provided, said cost of renumbering to be collected as is provided by law for the collection of fines and penalties.
