For the purposes of this chapter, the following term shall have
the meaning indicated:
Any device designed and arranged for the purpose of burning
or preparing to burn fuel, range or other oils, and oil equipment
connected therewith, including internal and external supply of storage
tanks, piping, wiring and all accessories.
On and after the approval of this chapter, it shall be unlawful
for any person, firm or corporation to install, erect or enlarge any
oil-burning equipment or to make repairs to any oil-burning equipment,
if such repairs substantially alter the construction or installation
thereof, in the Borough of Sharon Hill without first having obtained
a permit from the Borough Superintendent so to do pursuant to the
provisions of this chapter.
Application for such permit shall be made to the Borough Superintendent
of the Borough of Sharon Hill and shall state the name and address
of the applicant, the place where the work is to be performed, the
trade name of the oil-burning equipment, the name and address of the
manufacturer thereof and any other information which the Borough Superintendent
may deem necessary. Such application shall be accompanied by a plan
in duplicate showing the location of the proposed equipment in the
building, the location and size of the flue and the smoke pipe leading
to the same, and such other information as may be required by the
Borough Superintendent.
The following specifications must be complied with in installing
oil-burning equipment in the Borough of Sharon Hill:
A.
The smoke
pipe must be at least 18 inches from the unprotected woodwork.
B.
It may
be 10 inches, but not less than 10 inches, from woodwork where the
woodwork is protected from the heat of the smoke pipe by a shield
of asbestos board at least one-half-inch thick, supported by a nonflammable
device, such as porcelain knobs, which maintains a space of at least
one inch between the woodwork and the shield.
C.
The fuel
tank must be at least seven feet from the oil burner.
D.
Not more
than two two-hundred-seventy-five-gallon tanks shall be installed
aboveground in any building; and not more than one two-hundred-seventy-five-gallon
tank shall be installed aboveground in a building requiring 650 feet
or less of standing steam radiation or its equivalent.
E.
Where two
tanks are installed, a three-way valve must be used so that only one
tank can be used at a time.
F.
No tank
shall be installed more than 30 inches above the level of the cellar
floor.
G.
All tanks
shall be securely supported on incombustible supports to prevent settling,
sliding or lifting.
H.
The pipe
to fill a tank must be not less than one-and-one-half-inch pipe and
must be run through the wall and cemented in tightly at or above the
ground or pavement level.
I.
Vent pipes
must be at least one-inch pipe and must be protected by a vent cap
containing an insect screen.
J.
The vent
cap must be at least three feet above the level of the ground or pavement.
K.
The fuel
line between the tank and the burner must be covered by cement.
L.
Oil burners
shall be securely installed in a workmanlike manner in accordance
with the instructions of the manufacturer and by qualified mechanics
experienced in making such installations.
M.
The burner
and controls must bear labels showing they have been approved by the
National Board of Fire Underwriters.
N.
All controls
and safety devices specified in the manual of the National Board of
Fire Underwriters for any particular make of burner must be used in
installing that burner.
O.
Fuel tanks
shall be made of not less than No. 12B and S gauge steel and may be
of the flat oval type.
P.
All fuel
tanks must bear the Underwriters' label and have a readily accessible
shutoff valve of approved type installed in the feed line near the
burner and close to the supply tank to shut off feed of oil when necessary.
Q.
No pot-type
or gravity-feed burners will be permitted.
R.
All electrically
driven equipment shall be equipped with two switches in the motor
control supply circuit, one placed near the entrance to the room where
the motor is located and one within five feet of the burner.
S.
The location
of oil switches shall be approved by the Plumbing Inspector.

The applicant for a permit under the provisions of this chapter
shall, at the time of making application therefor, pay to the Borough
Superintendent for the Borough account the sum as set from time to
time by resolution of the Borough Council. The Plumbing Inspector
shall receive 1/2 of the inspection fee in the case of each permit.
The installation, erection, enlargement or repairing of oil-burning
equipment and the storage and use of fuel, range or other oils in
connection therewith shall be subject to the inspection and approval
of the Plumbing Inspector and shall conform to the "Regulations of
the National Board of Fire Underwriters" as recommended by the National
Fire Protection Association. Copies of said regulations shall be kept
by the Borough Superintendent and given to any person applying therefor.

Any person who shall be convicted of a violation of any of the
provisions of this chapter before any Magisterial District Judge shall
be sentenced to pay a maximum fine as provided from time to time by
state statute, together with costs of prosecution, or to imprisonment
in the county jail for a term not to exceed 30 days, or both. Each
day such violation continues after notice thereof by the Plumbing
Inspector shall constitute a separate violation.
