A person commits the offense of impeding use of streets, sidewalks
or alleys if he/she shall interfere with, impede or obstruct the free
use of any street, sidewalk or alley by another, whether alone or
in concert with others.

It shall be unlawful to commit a nuisance upon any place open
to public view within the corporate limits of this City by emptying,
discharging or evacuating ordure or urine thereon.
