The Board of Alderpersons shall elect a Clerk for such Board, to be known as "the City Clerk", whose duties and term of office shall be fixed by ordinance. Among other things, the City Clerk shall keep a journal of the proceedings of the Board of Alderpersons. He/she shall safely and properly keep all the records and papers belonging to the City which may be entrusted to his/her care; he/she shall be the general accountant of the City; he/she is hereby empowered to administer official oaths and oaths to persons certifying to demands or claims against the City.

A. 
The City Clerk shall be appointed by a majority of the elected members of the Board of Alderpersons and shall hold such office until a successor is duly appointed, unless sooner removed by a majority of the elected members of the Board of Alderpersons, with or without cause.
B. 
An annual salary of thirty-two thousand six hundred fourteen dollars ($32,614.00) is hereby established for the position of City Clerk. This salary shall include any work required or performed in excess of forty (40) hours per week, subject to the provision of below Subsection (c).
C. 
For performance of the full-time duties as City Clerk or otherwise at all adjourned, special, closed, personnel, work or Court meetings, sessions or other hearings of the City, at which the City Clerk is directed to attend, the City Clerk shall receive compensation [in addition to the salary established in above Subsection (B)] of forty-one dollars ($41.00) for each such meeting, hearing or session; provided that this additional compensation shall not be due or owing if such meeting, session or hearing is conducted during the City Clerk regular daytime work hours of employment or is conducted immediately before or after a regularly scheduled monthly meeting of the Board of Alderpersons; and, further provided that the City Clerk's attendance at the first three such meetings, sessions or hearings (including the regularly scheduled monthly meeting of the Board of Alderpersons) shall be deemed within the regular salary established in above Subsection (B) of this Section. Accordingly, additional compensation for such meetings, sessions or hearings shall be due only for the fourth and subsequent meetings, sessions or hearings attended by the City Clerk during each calendar month.
D. 
Any two or more meetings held consecutively during the same day or evening shall be deemed a single meeting for purposes of above Subsection (c).
E. 
The above salary and additional compensation shall be in addition to any other benefits otherwise provided to City employees by ordinance.
