The Police of the City may be appointed in such numbers, for such times and in such manner as may be prescribed by ordinance. They shall have power to serve and execute all warrants, subpoenas, writs or other process and to make arrests in the same manner as the Marshal. They may exercise such powers in areas leased or owned by the municipality outside of the boundaries of such municipality. The Marshal and Policemen shall be conservators of the peace and shall be active and vigilant in the preservation of good order within the City.

The regular Police Officers of the City shall be no less than twenty-one (21) years of age. They shall be persons of good repute and of good moral character. They shall be persons of sound physical constitution, capable of performing all the various duties of Police Officers and shall present a certificate to that effect from some reputable, licensed practitioner of medicine designated by the Mayor at the time of presenting their application or recommendations for the office of regular City Police Officers. They shall also be trained and meet all requirements as required by Missouri State Statutes for said office.

A. 
The Mayor may, with the consent of a majority of all members elected to the Board of Alderpersons, remove from office or demote any regular Police Officer at will and any such officer may be so removed or demoted by a majority vote of all the members elected to the Board of Alderpersons, independently of the Mayor's approval or recommendation. If the Mayor determines to remove from office or demote any such officer, he/she shall immediately notify the members of the Board of Alderpersons.
B. 
The Chief of Police shall have the power to demote or suspend without pay, any Police Officer for good cause, provided however, that he/she shall report such suspension or demotion, with the cause therefore, in writing to the Mayor and the Board of Alderpersons. For purposes of this Section "good cause" shall mean substantial deviation from the policies and procedures enacted by the City of Pagedale.
C. 
The Shift Commander shall have the power to suspend without pay, any Police Officer for good cause, the cause therefor to be given in writing to the Chief of Police, to the Mayor and the Board of Alderpersons.
D. 
Any demotions or suspensions by a commanding officer within the Police Department shall be subject to being reversed or modified by a majority of all members elected to the Board of Alderpersons.
E. 
For purposes of Section 85.011, RSMo., the Mayor, City Clerk, City Attorney and Chief of Police, or any of them as may be available, are designated as the person(s) to meet with any Police Officer seeking a meeting as therein provided.

The compensation of regular Police Officers of the City of Pagedale, Missouri, shall be as designated by ordinance.

A. 
Whenever the Board of Alderpersons deems it necessary for the safety and protection of the City, it may appoint one (1) or more reserve Police Officers who shall serve at the will of the Board of Alderpersons.
B. 
Such Police Officers at the time of their appointment shall take an oath of office and be commissioned the same as other Police Officers of the City, provided they possess the qualifications which may be promulgated by the Board of Alderpersons and as required by State Statute.
C. 
Such Police Officers shall be known as Special Reserve Police and shall have duties, responsibilities and powers as follows:
1. 
To assist the Police Department at the direction of the Board of Alderpersons or the Chief of Police of the City of Pagedale.
2. 
To issue citations for violations of law in the same manner and as may be permitted by regular members of the Police force.
D. 
The reserve Police Officers shall receive no compensation for the discharge of their duties.
E. 
The reserve Police Officers shall be under and subject to the orders of the Chief of Police and while on duty shall wear a metal shield, Police uniform and their markings as approved by the Chief of Police setting forth their identity as Police of the City.

If for any reason there shall exist a vacancy in the regular Police force of this City, the Mayor and the Chief of Police may fill such vacancy, but such appointments shall not extend beyond the period of one (1) month from the date thereof.

A. 
Each and every policy, regulation or guideline promulgated by the City's Police Department governing or regulating the operation, control or functioning of the department or its members shall be distributed in draft to the Mayor, each member of the Board of Alderpersons, the City Clerk and the City Attorney prior to its effective date, application and/or implementation.
B. 
The date of distribution, as required in above Subsection (A), shall be noted by the City Clerk and maintained in the records of the City.
C. 
Each said policy, regulation or guideline shall be effective and deemed adopted ten (10) days after said date of distribution unless written objection to the same is filed by the Mayor, a member of the Board of Alderpersons or the City Attorney with the City Clerk within said ten (10) day period.
D. 
In the event any said written objection is so filed, said policy, regulation or guideline shall not be effective, applied, implemented or otherwise deemed a policy or practice of the City unless adopted by resolution by a majority of the Board of Alderpersons at a regular or special meeting.

A. 
There is hereby created the employment position of turnkey in the Pagedale Police Department.
B. 
The duties and responsibilities of the turnkey shall be developed by the Chief of Police with the approval of the Mayor and Board of Alderpersons.
C. 
The hourly wage for the turnkey shall be as set by ordinance from time to time.

The dispatching service of the City of Pagedale shall be under the supervision of the Police Department. In this regard, all personnel of the dispatching service shall be subject to chain of command of the Police Officers. The ultimate responsibility for their supervision shall be with the Chief of Police who shall be responsible to the Mayor and the Board of Alderpersons.

A. 
Method Of Appointment. A Captain of the City of Pagedale Police Department shall hereby be created and appointed as an at-will employee by the Mayor subject to the approval and consent of the Pagedale Board of Alderpersons.
B. 
Compensation And Coverage. The Captain shall receive annual compensation at the rate of fifty-two thousand dollars ($52,000.00) per year, plus sixty dollars ($60.00) per month clothing allowance, plus all other City coverage and benefits provided for full-time employees of the City, and the City Police Department shall provide the Captain a police vehicle for official City business only. This salary include any work in excess of forty (40) hours per week.
C. 
Job Duties And Responsibilities. Job duties and responsibilities of the Captain shall be determined by the Mayor and Board of Alderpersons, and shall be governed by local, State and Federal laws. Such job duties and responsibilities shall include, but not be limited to, the governance and supervision of the Pagedale Police Department pending the appointment of a Chief of Police, and such job duties shall be subject to periodic revision, in the interest of improving the overall effectiveness of the Pagedale Police Department and are subject to the provisions of the Pagedale Police Department Policy and Procedural Manual.
