For the purposes of this Title, certain terms and words are herewith defined as follows:
Words used in the present tense include the future; words in the singular number include the plural and words in the plural number include the singular; the word "building" includes the word "structure" and the word "shall" is mandatory and not directory.
ACCESSORY BUILDING
A subordinate building or portion of main building the use of which is incidental to that of the main building.
ACCESSORY SIGN
A sign which names, without the use of illustrations or trademarks, a major service or commodity offered on the premises on which the sign is located.
BASEMENT
A story partly underground and having at least one-half (½) of its height above the average level of the adjoining ground. A basement shall be counted as a story for the purpose of height measurement if subdivided and used for dwelling or business purposes.
BILLBOARD
A sign which directs attention to a business, commodity, industry or other activity which is sold, offered or conducted elsewhere than on the premises upon which such sign is located or to which it is affixed.
BUILDING
A structure having a roof supported by columns or walls.
BUILDING, HEIGHT OF
The vertical distance measured from the average elevation of the finished grade along the front of the building to the highest point of the roof surface, if a flat roof; to the deck line of mansard roofs; and to the mean height level between eaves and ridge for gable, hip and gambrel roofs.
BULLETIN BOARD
A structure on which notices pertinent to the business or activity where the structure is located are posted in the form of removable letters or posters.
BUSINESS
Includes the commercial uses and districts as herein defined.
CELLAR
A story having more than one-half (½) of its height below the average level of the adjoining ground. A cellar shall not be counted as a story for purposes of height measurement.
CONSTRUCTION SIGN
A sign pertaining to the construction, rehabilitation or remodeling of real estate.
CORNER LOT
A lot situated at the junction of two (2) or more streets or places.
DISTRICT
One (1) or more sections of the City for which the regulations governing the height, area and use of building and premises are the same.
DWELLING, FOUR-FAMILY
A detached building designed for or occupied by four (4) families.
DWELLING, MULTIPLE
A building or portion thereof used or designed as a residence for two (2) or more families living independently of each other, including apartments.
DWELLING, SINGLE-FAMILY
A detached building designed for or occupied exclusively by one (1) family.
DWELLING, TWO-FAMILY
A detached building designed for or occupied by two (2) families.
FAMILY
One (1) or more persons related by blood or marriage occupying a premises and living as a single housekeeping unit.
FREESTANDING SIGN
A sign which is supported by posts or braces in or upon the ground and which is not attached to any other support.
FRONTAGE
All the property abutting on one (1) side of a street or place between two (2) intersecting streets or places (crossing or terminating) measured along the line of the street or place or, if the street or place be a dead-end street, then all the property abutting on one (1) side between an intersecting street or place and the dead-end of the street or place or if the street or place be intersected by the City limits, then all the property abutting on one (1) side between an intersecting street or place and the City limits.
GARAGE, PRIVATE
A garage with capacity for not more than two (2) self-propelled vehicles for storage only. Provided however, a private garage may exceed a two (2) vehicle capacity if the lot whereon such a garage is located contains not less than one-half (½) acre for each vehicle stored.
GARAGE, PUBLIC
Any premises, except those described as a private garage, used for the storage or care of self-propelled vehicles.
GROUP HOME
Any home in which eight (8) or fewer unrelated mentally or physically handicapped persons reside and may include two (2) additional persons acting as houseparents or guardians who need not be related to each other or to any of the mentally or physically handicapped persons residing in the home. In the case of any such residential home for mentally or physically handicapped persons, the exterior appearance of the home and property shall be in reasonable conformance with the general neighborhood standards. Further, the local zoning authority may establish reasonable standards regarding the density of such individual homes in any specific single-family dwelling neighborhood.

IDENTIFICATION SIGN
A sign pertaining only to the use of the premises on which the sign is located and, depending on the uses permitted in this district, may contain any of the following information: name of owner, occupant or management of the use; address; kind of business, profession, service or activity; type or types of products offered.
INTERIOR LOT
A lot other than a corner lot.
LOT
Land occupied or to be occupied by a building and its accessory buildings, together with such open spaces as are required under this Title.
LOT OF RECORD
A lot which is part of a subdivision, the map of which has been recorded in the office of the County Recorder of St. Louis County.
NON-CONFORMING USE
A building or land occupied by use that does not conform to the regulation of the use district in which it is situated.
OPEN LETTER SIGN
A sign consisting of individual letters or connected script lettering that, although mounted against a building wall or integral architectural element, stands out in relief from that surface.
PAINTED SIGN
A sign painted on the outside wall or roof of any building or structure.
PAPER SIGN
A sign made of paper or cardboard or similar material for temporary use.
PARKING DIRECTION SIGN
A sign indicating the entrance or exit to a parking lot.
PARKING REGULATION SIGN
A sign stating the regulations for use on the parking lot.
PLACE
An open unoccupied space other than a street or alley permanently reserved as the principal means of access to abutting property.
REAL ESTATE SIGN
A sign pertaining to the sale, lease or rental of real estate.
ROOF SIGN
A sign which is erected, constructed or maintained on a roof.
SIGN
A name, identification, description, display or illustration which is affixed to or points out a building, structure or piece of land and which directs attention to an object, product, place, person, activity, institution, organization or business.
STORY
That portion of a building included between the surface of any floor and the surface of the floor next above it or if there be no floor above it, then the space between such floor and the ceiling next above it.
STORY, HALF
A story under a gable, hip or gambrel roof, the wall plates of which on at least three (3) opposite exterior walls are not more than three (3) feet above the floor of such story.
STREET
A thoroughfare which affords the principal means of access to abutting property.
STRUCTURAL ALTERATIONS
Any change in the supporting members of a building, such as bearing walls, columns, beams or girders or any substantial change in the roof and exterior walls.
STRUCTURE
Anything constructed or erected, the use of which requires more or less permanent location on the ground or attached to something having a permanent location on the ground.
THROUGH LOT
An interior lot having frontage on two (2) parallel or approximately parallel streets or places.
WALL SIGN
A sign attached and parallel to a wall or other similar surface which is an integral part of the building.
WINDOW SIGN
A sign painted on or posted in a window.
YARD
An open space on the same lot with a building unoccupied and unobstructed from the ground upward except as otherwise provided herein.
YARD, FRONT
A yard extending across the front of the lot between the inner side yard lines and measured between:
1. 
The front line of the lot and the front line of the building, and
2. 
The front line of the lot and the nearest line of any porch or paved terrace.
YARD, REAR
A yard extending across the full width of the lot and measured between the rear line of the lot and the rear of the building.
YARD, SIDE
A yard between the building and the side line of the lot extending from the street line to the rear yard.
