The Board of Alderpersons shall have power to cause the owner
or owners of any property or lot adjacent to any street in the City
to be financially responsible for the building, paving, construction,
improvement or repair of any sidewalk along the front or side of said
property or lot.

The owner or owners of said property or lot along which such
sidewalk is built or repaired at the expense of the City may pay into
the Treasury of the City the cost and expense of building or repairing
said sidewalk by the City, at any time before the sale of said lot
or property for such cost and expense.
