A. 
Licensing. All dogs and cats kept, harbored or maintained within the City shall be licensed if over five (5) months of age by the owner, keeper or harborer thereof.
B. 
Registration. The City shall keep a registration log and cause all dogs and cats securing a license to be registered therein with name and description of dog and cat, name and address of owner, number and date of registry, license number, and date of rabies vaccination.
C. 
Vaccination Required. Prior to issuance of a license, owner shall be required to present satisfactory evidence that the dog or cat has been vaccinated for rabies. A license may be issued without having received a certificate of rabies vaccination if a licensed veterinarian provides documentation to the City that such vaccination should not be given considering the animal's living conditions and health.
D. 
Non-Resident Owners. Owners, keepers or harborers who are non-residents shall not be required to obtain a license if those animals are not kept within the City longer than thirty (30) days and that the animals are kept under restraint.

A. 
Fees. Dog and cat licenses shall be issued annually upon payment of a license fee in the amount of one dollar ($1.00) for every neutered dog or cat. For every non-neutered dog or cat the fee shall be five dollars ($5.00).
B. 
Term Of License. Licenses shall be due and issued as of the first (1st) day of July of each year and shall expire on the thirtieth (30th) day of June of the following year.
C. 
Delinquent Penalty. A delinquent penalty of one dollar ($1.00) per month shall be assessed for each month after July that the application is made. However, no delinquent penalty shall be assessed upon the following instances:
1. 
New City residents who apply for a license within thirty (30) days of moving into the City.
2. 
Applicants who acquire a dog or cat which is over six (6) months of age and who apply for said license within thirty (30) days after such dog or cat has been acquired.

A. 
City To Provide. The City shall provide a metallic tag of convenient size and shape, the color to be changed each year, having the name of the City thereon, number of license and the year of issue.
B. 
Identification To Be Worn. No owner or keeper of any dog or cat over the age of three (3) months shall allow or permit such dog or cat to be in any place in the City at any time without a collar or harness having attached thereto the license tag as required in Section 205.090. It shall be the duty of the Police to report to the Animal Control Officer, the owner or keeper of any dog or cat permitting such dog or cat to be in any place in the City at any time without a collar or harness having attached thereto the tags as herein provided. Dogs or cats not displaying the aforesaid tags in which an owner can be identified shall be taken up and impounded by the Animal Control Officer.

The City may revoke any license if the owner, keeper or harborer holding the permit refuses or fails to comply with this Article or any State or local law governing cruelty to animals or the keeping of animals. It shall be a condition of the issuance of any permit to any owner of animals kept for commercial purposes that the Humane Officers of the City of Warsaw shall be permitted to inspect all animals and the promises where the animals are kept at any time and the City shall, if permission for such inspection is refused, revoke the permit of the refusing owner.
