Any State regulatory fee (i.e. primacy fee) shall be assessed per the regulations set forth by the State regulatory department.

A. 
As the Water Purveyor, the City of Warsaw does not allow private water wells; except persons operating a commercial business that sells at retail "live bait" as fish bait.
B. 
These businesses shall be allowed to have an approved Department of Natural Resources private non-potable water well as a water supply and an approved Department of Natural Resources separate sewerage system for the live bait operation only.
C. 
Any commercial business wanting to use a private well must contact the City for approval. Penalty for any private well that is connected to the City's potable water system shall immediately have its business license revoked and penalty will be assessed at the maximum amount allowed by law. Any penalties, damages or costs associated with the illegal connection charged to the City by any regulatory agency or other third (3rd) party shall be borne by the owner and/or operator of the business and/or property.
