The purpose of this Chapter is to ensure that adequate lighting
is provided in commercial and industrial areas of the City and also
to ensure that such lighting does not spill over onto adjacent residential
areas. New lighting technologies have produced lights that are extremely
powerful, and these type lights may be installed in a manner creating
problems of excessive glare and light trespass. Excessive glare can
be unnecessary, annoying and cause safety problems. Light trespass
reduces everyone's privacy. This Chapter is intended to reduce
the problems of improperly designed and installed outdoor lighting.
It is intended to eliminate problems of glare and to prevent or curtail
light trespass.

For the purposes of this Chapter, certain words and phrases
are defined as follows:
A negative term describing uncontrolled light with intensity
great enough to cause discomfort to the viewer, to reduce the viewers
ability to see and, in some extreme cases, causing momentary blindness.
The assembly that holds the lamp in a lighting system. It
includes the elements designed to give light output control, such
as reflector (mirror) or refractor (lens), the ballast, housing and
the attaching parts.
Any light fixture or lamp that incorporates a reflector or
refractor to concentrate the light output into a directed beam in
a particular direction.
A unit of measurement for illumination.
A luminaire or light fixture that by design of the housing
does not allow direct glare to shine above a seventy-five-degree angle
from ground level. Fill cut-off fixtures must be installed in a horizontal
plane.
The percent of light loss of a luminaire with time due to
the lamp decreasing in efficiency, dirt accumulation and any other
factor that lowers the effective output with time.
Light from any artificial source that is intruding in an
area where it is not wanted.
A complete lighting unit consisting of a lamp holder, lens
and adjustable components.
The process of providing an opaque unit that blocks a light
source from direct view at certain angles.
The brightening of the night sky due to man-made lighting.
Describes the average level of illumination in relation to
the lowest level of illumination for a given area.

The provisions of this Chapter shall also apply to all new lighting in all zoning districts in the City. The provisions of this Chapter shall also apply to all existing lighting and lighting fixtures in the City except for lands within the "AG," "RS-3" and "RS-2" zoning districts so long as the lighting and lighting fixtures meet the requirements in Section 425.040(K).
