A. 
Any luminaire with a lamp or lamps rated at a total of more than one thousand eight hundred (1,800) lumens and all flood or spot luminaires with a lamp or lamps rated above nine hundred (900) lumens shall be mounted in a full cut-off fixture.
B. 
Light emitting from a luminaire shall not create a glare that will reduce a viewer's ability to see or in a manner that could cause momentary blindness.
C. 
No luminaire shall have any blinking, flashing or fluttering lights or other illuminating device, which has a changing light color, nor shall any beacon light be permitted.
D. 
Luminaries used for public roadway illumination may be installed at the maximum height of twenty-four (24) feet and may be positioned at that height up to the edge of the bordering property.

F. 
Any light source permitted by this Chapter may be used for the lighting of outdoor recreational facilities, provided that all fixtures used shall be fully shielded or provided with a sharp cut-off capability to minimize up-lighting (sky glow) spill light and glare.
G. 
Laser source lights or searchlights shall not be permitted except on a temporary basis and only after receiving a permit from the City should the Board of Aldermen authorize its issuance.
H. 
All temporary emergency lighting shall be exempt from the requirements of this Chapter.
I. 
The color of lighting shall be consistent with designated areas of the City. For example, consistent color shall be provided in each of the following areas:
1. 
The Village center;
2. 
Old Town commercial area;
3. 
Industrial park; and
4. 
High-technology office district.
J. 
The applicant for any permit, site plan or conditional use permit shall submit evidence that the proposed lighting will comply with this Chapter. The submittal shall contain, but not be limited to, the following:
1. 
A plan indicating the location on the premises and the type of illuminating devices, fixtures, lamps, supports, reflectors and other devices. Description of the illuminating devices, fixtures, lamp supports, reflectors and other devices and the descriptions may include, but are not necessarily limited to, manufacturers' drawings including cross-section cuts as required.
2. 
The plan as submitted shall specify the overall average illumination, the uniformity ratio and the illumination at the property lines. The plan shall also specify the light loss depreciation factor.
3. 
A photometric plan.
K. 
Lighting spillover onto adjacent residential properties shall be one-tenth (0.1) footcandle or less.

L. 
Should any outdoor light fixture or the type of light source be changed after this lighting plan has been approved, it should conform to the provisions of this Chapter.

Whenever parking areas for non-residential uses are to be used during darkness, a system of lighting shall be installed to provide an adequate standard of illumination as follows:
Average maintained over whole site
Not to exceed 2 footcandles
Uniformity ratio (average to minimum)
6 to 1
Illumination at residential property line
0.1 footcandle
Illumination at commercial property line
0.5 footcandle

In residential districts lighting fixtures, except traffic signals, shall not exceed sixteen (16) feet in height, unless specifically permitted by a conditional use permit granted by the Board of Aldermen.

In non-residential districts lighting fixtures, except for traffic signals, shall not exceed a height equal to or less than the value three plus (3+) (D/3) where D is the distance in feet to the nearest property boundary. In no case shall the fixture exceed a height of twenty-four (24) feet.

If required after lighting is installed and one (1) or more adjacent property owner(s) file a complaint about light trespass, the lighting shall be measured using a photometer to determine if the lighting meets the requirements stated in this Chapter. To measure the light, the photometer shall be placed on the ground at the property line, the measurer shall walk away from the photometer to allow the instrument to adjust to the light; then a reading will be taken.
