A. 
Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a Police Officer or official traffic control device, no person shall:
1. 
Stop, stand or park a vehicle:
a. 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street or highway;
b. 
On a sidewalk;
c. 
Within an intersection;
d. 
On a crosswalk;
e. 
Between a safety zone and adjacent curb or within thirty (30) feet of points on the curb immediately opposite the ends of a safety zone, unless the City Traffic Engineer indicates a different length by signs or markings;
f. 
Alongside or opposite any street excavation or obstruction when stopping, standing, or parking would obstruct traffic;
g. 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel;
h. 
On any railroad tracks;
i. 
At any place where official signs prohibit stopping;
j. 
Within ten (10) feet in each direction from any mailbox used for rural delivery.
k. 
Within fifteen (15) feet of center line of City streets.
l. 
Within twenty (20) feet of any intersection in residential areas (except at intersection of Business 65 and 3rd street).
2. 
Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
a. 
In front of a public or private driveway;
b. 
Within fifteen (15) feet of a fire hydrant;
c. 
Within twenty (20) feet of a crosswalk at an intersection;
d. 
Within thirty (30) feet upon the approach to any flashing signal, stop sign, or traffic control signal located at the side of a roadway;
e. 
Within twenty (20) feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within seventy-five (75) feet of said entrance (when properly signposted);
f. 
At any place where official signs prohibit standing.
3. 
Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers:
a. 
Within fifty (50) feet of the nearest rail of a railroad crossing;
b. 
At any place where official signs prohibit parking.
B. 
No person shall move a vehicle not lawfully under his/her control into any such prohibited area or away from a curb such a distance as is unlawful.

Where no center line is present, no person shall park any vehicle upon a street, other than an alley, in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for free movement of vehicular traffic.

No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than ten (10) feet of the width of the roadway for the free movement of vehicular traffic, and no person shall stop, stand, or park a vehicle within an alley in such position as to block the driveway entrance to any abutting property.

It shall be unlawful for the driver of any vehicle to park such vehicle at any time within three (3) feet of any public or private driveway or alley within the City.

A. 
No person shall park a vehicle upon a roadway for the principal purpose of:
1. 
Displaying such vehicle for sale; or
2. 
Repair such vehicle except repairs necessitated by an emergency.

A. 
The City Traffic Engineer is hereby authorized to erect signs indicating no parking upon either or both sides of any street adjacent to any school property when such parking would, in his/her opinion, interfere with traffic or create a hazardous situation.
B. 
When official signs are erected indicating no parking upon either side of a street adjacent to any school property as authorized herein, no person shall park a vehicle in any such designated place.

A. 
The City Traffic Engineer is authorized to erect signs indicating no parking upon any street when the width of the roadway does not exceed twenty (20) feet, or upon one (1) side of a street as indicated by such signs when the width of the roadway does not exceed thirty (30) feet. For streets greater than twenty (20) feet and less than thirty (30) feet in width allowing parking on one (1) side only — streets that run east/west shall be no parking along the eastbound (south side of the street); streets that run north/south shall be no parking along the northbound (east side of the street). There shall be no parking along any street where the speed limit is in excess of twenty-five (25) miles per hour.
Specific streets may be listed in Schedule II — Parking Regulations when the Board of Aldermen determine exceptions should be made to designate a side for no parking, specific hours for no parking or no parking at all on a street that may normally be allowed to have on-street parking.
B. 
When official signs prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign.

The City Traffic Engineer is authorized to erect signs upon the left-hand side of any one (1) way street to prohibit the standing or parking of vehicles, and when such signs are in place, no person shall stand or park a vehicle upon such left-hand side in violation of any such sign.

In the event a highway includes two (2) or more separate roadways and traffic is restricted to one (1) direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one (1) way roadway unless signs are erected to permit such standing or parking. The City Traffic Engineer is authorized to determine when standing or parking may be permitted upon the left-hand side of any such one (1) way roadway and to erect signs giving notice thereof.

A. 
The City Traffic Engineer is hereby authorized to determine and designate by proper signs places not exceeding one hundred (100) feet in length in which the stopping, standing, or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic.
B. 
When official signs are erected at hazardous or congested places as authorized herein, no person shall stop, stand, or park a vehicle in any such designated place.

A. 
The Police Department in cooperation with the Public Works Department is authorized, with the authority of the Mayor and his/her approval, to establish those parking places designating reserved parking places for the exclusive use of vehicles which display a distinguishing license plate or card issued pursuant to Sections 301.071 or 301.142, RSMo., as close as possible to the nearest accessible entrance. Such designation shall be made by posting immediately adjacent to and visible from each space a sign upon which is inscribed the international symbol of accessibility in white on a blue background, and may also include any appropriate wording to indicate that the space is reserved for the exclusive use of vehicles which display a distinguishing license plate or card.
B. 
The availability and the designation of such spaces shall be in conformity with Section 301.143, RSMo.
C. 
Law Enforcement Officials are empowered to enter upon private property open to public use to enforce the provisions of this Section.
D. 
Any person who parks in a parking space reserved for physically disabled persons and is not displaying distinguishing license plates or a card, is guilty of an infraction and upon conviction therefor shall be punished by a fine of not less than fifty dollars ($50.00) nor more than two hundred dollars ($200.00). Further, any vehicle which has been removed and which is not properly claimed within thirty (30) days thereafter, shall be considered to be an abandoned vehicle. Law Enforcement Officials are empowered to enter upon and tow away any such vehicle not displaying a distinguishing license plate or card as provided by law.

No vehicle shall be parked upon the public streets in the City of Hollister, Missouri, for a continuous period of more than twenty-four (24) hours; except that this prohibition shall not apply to any passenger vehicle which is in operable condition and which is parked adjacent to the residential property of the family of which the owner of such vehicle is a member.
