The 2018 International Residential Code, including Appendix E, Manufactured Housing Used as Dwelling, as published by the International Code Council, is hereby adopted as the Residential Code of the City of Hollister for regulating the design, construction, quality of materials, erection, installation, alteration, repair, location, replacement, addition to, use or maintenance of residential dwelling systems, their appurtenances and accessory structures in the City of Hollister providing for the issuance of permits and collection of fees therefore; all of the regulations, provisions, penalties, conditions and terms of said 2018 International Residential Code, including Appendix E, are hereby referred to, adopted and made a part hereof, as if fully set out in this Article, with the additions, insertions, deletions, and changes, if any, prescribed in Section 500.065 of this Chapter, This code shall take effect and be implemented for all projects submitted for permit or plan review after April 1, 2018.
B. 
In the event any Sections of the 2018 International Residential Code, shall be in conflict with the Code of the City of Hollister, City ordinances shall take precedence, unless otherwise specified.
C. 
Dwelling Unit Fire Sprinkler Systems. Dwelling unit fire sprinkler systems shall be required in any single-family dwelling or town home in any commercial zoning district or Planned Development District where the rental or occupancy of such would be for a time increment of less than thirty (30) days — nightly or weekly rental, timeshare, fractional ownership, etc. Where installed, residential fire sprinkler systems, or portions thereof, shall be in accordance with NFPA 13D or Section P2904 of the 2018 International Residential Code, which shall be considered equivalent to NFPA 13D. Section P2904 of the 2018 International Residential Code shall apply to stand-alone and multi-purpose wet-pipe sprinkler systems that do not include the use of antifreeze. A multi-purpose fire sprinkler system shall supply domestic water to both fire sprinklers and plumbing fixtures. A stand-alone sprinkler system shall be separate and independent from the water distribution system. A backflow flow preventer shall not be required to separate a stand-alone sprinkler system from the water distribution system.

The following Sections of the International Residential Code are hereby revised as follows:
Section 101.1 Insert: City of Hollister.
Section 105.2 Work exempt from permit. Amend: #1, #7 and Delete #2 under Building: as follows:
1. One-story detached accessory structures used as tool and storage sheds, playhouses and similar use, provided the floor area does not exceed one hundred twenty (120) square feet.
2. Delete: Fences not over seven (7) feet (2,134 mm) high.
7. Storable swimming pools as defined in Section 4201.2 that are less than forty-two (42) inches deep.
Section 106.3.1 Approval of construction documents. Delete: "REVIEWED FOR CODE COMPLIANCE" and add "Approved For Permit."
Section 301.2 Climatic and geographic design criteria, by establishing the following data for Table 301.2(1): Insert the following information.

Section 303.4 Mechanical Ventilation. Delete this Section requiring mechanical ventilation.
Section 309.5 Fire Sprinklers. Delete this Section that requires fire sprinklers in private garages.
Section 310.2.5 Replacement window. Delete this entire Section.
Section 313 Automatic Fire Sprinkler Systems. Delete this entire Section requiring automatic fire sprinkler systems in one- and two-family dwellings and town houses.
Section R314.2.2 Alterations, Repairs and Additions. Add last sentence to read: Non-compliant emergency escape and rescue openings located in sleeping rooms shall be replaced with those required for new dwelling (refer to Section R310 in the International Residential Code).
Section R322.1.9 and R322.1.10 under Flood Resistant Construction. Delete these Sections concerning manufactured homes and elevations in flood hazard areas.
Section R404.4 Retaining Walls. Change first sentence to read: "Retaining walls that are not laterally supported at the top and that retain in excess of twenty-four (24) inches of unbalanced fill that are over four (4) feet tall when measured from the bottom of the footing to top of the wall shall be designed to ensure stability against overturning, sliding, excessive foundation pressure and water uplift."
Section R609 Exterior Windows and Doors. Delete this entire Section.
Chapter 11 Energy Efficiency. Delete Sections 1102.2.6 "Steel-frame ceilings, walls, and floors": through Section N1111.
Amend Table 1102.1.1 under Climate Zone 4 to read as follows:

Section P2503.5 Drain, waste and vent system testing. Amend the first sentence in P2503.5.1 Rough Plumbing to read as follows: "DWV systems shall be tested on completion of the rough piping installation by water or by air with no evidence of leakage."
Section P2603.5.1 Freezing — Sewer Depth, Insert: eighteen (18) inches (in two (2) locations).
Section E3601.6.2 Service Disconnect Location. Amend to: Service disconnect location. "The service disconnecting means shall be installed at a readily accessible location outside of a building."
Section E3801.2 Allowable Wiring Methods. Amend to: "The allowable wiring methods for electrical installations shall be those listed in Table E3801.2, Exception: Structures built on land within a designated floodplain or land that is in low lying areas prone to flooding shall not use non-metallic sheathed cable (NM - commonly referred to as Romex)."
Section E4002.9. 15- and 20-Ampere Receptacles in Wet Locations. Delete: whether or not the attachment plug cap is inserted. An outlet box hood installed for this purpose shall be listed and identified as "extra duty." Delete: Exception.

Any person, persons, firm, partnership, or corporation violating any provisions of this Article shall upon conviction thereof be fined not more than five hundred dollars ($500.00) or by imprisonment in the County Jail for not more than ninety (90) days, or by both such fine and imprisonment. Each day this Article or any part thereof is violated shall be and constitute a separate offense and violations of this Article for which they may be punished.
