The Town of Cornwall enacts this chapter to establish lawful, necessary and appropriate regulations for the conduct and management of public events and commercial audiovisual productions.
As used in this chapter, the following terms shall have the meanings indicated:
APPLICANT
Any persons or entities seeking to conduct a public event or a commercial audiovisual production within the unincorporated portion of the Town of Cornwall.
COMMERCIAL AUDIOVISUAL PRODUCTION
Any filming, videotaping or recording in any media format made with the intent of having the same result in a profit being made by the individual engaged in such activity or otherwise being viewed by the public for commercial purposes, including, but not limited to, motion pictures, television programs, documentaries, commercials or similar productions.
PUBLIC EVENT
The planned conduct of specific activity, including, but not limited to, fairs, festivals, ceremonies, concerts, parades, processions, races, rallies, marches, demonstrations, exhibits and performances, on any property owned or maintained by the Town of Cornwall; provided, however, that use of public property for its intended, usual and customary purposes, such as a picnic or similar gathering within a Town park, shall not constitute a public event within the meaning of this chapter.
