Pursuant to Sections 99.800 to 99.865, RSMo., the Board of Aldermen of the City of Green Park hereby creates a commission, to be known as the Tax Increment Financing Commission of the City of Green Park (the "Commission"), for its exclusive consideration of the proposed redevelopment of the area generally bound by Lindbergh Boulevard, Yuma Drive, Kohrs Lane and the Burlington Northern Railroad right-of-way (the "Redevelopment Area"). Said Commission shall be appointed and shall exist and function in accordance with the Real Property Tax Increment Allocation Redevelopment Act of the State of Missouri and this Chapter.

Pursuant to Section 99.820.2 of the TIF Act, the Commission shall consist of nine (9) members, six (6) of which shall be appointed by the Mayor with the consent of the Board of Aldermen, two (2) of which shall be appointed by the school district(s) affected by the proposed redevelopment and one (1) of which shall be appointed by all other affected taxing jurisdictions.

The Mayor is hereby authorized and directed to recommend to the Board of Aldermen for its consideration the appointment of six (6) individuals for membership to the Commission. The Board shall approve the Mayor's appointments by resolution, with two (2) members having terms of two (2) years, two (2) members having terms of three (3) years, and two (2) members having terms of four (4) years. Thereafter, any member appointed shall serve a term of four (4) years.

The City Clerk is hereby authorized and directed to notify the affected school district(s) and all other affected taxing jurisdictions by letter of the City's creation of this Commission. The Clerk shall include in such notice a copy of this Chapter and request that these taxing jurisdictions appoint their respective members to the Commission in accordance with the TIF Act.

Members of the Commission shall serve until their successors are duly appointed, and any vacancies shall be filled as provided by the TIF Act and this Chapter. The Commission shall have continuous and perpetual existence until terminated by law or by the Board of Aldermen.

The Commission shall organize itself and elect from its number a Chairman, Vice Chairman, and Secretary each to serve for one (1) year terms or until their successors are elected, and the Commission shall meet regularly and shall adopt such rules and regulations for its operation as shall enable it to maintain an orderly procedure for its business and to effectively and efficiently exercise the powers authorized by the TIF Act and delegated to it by the Board of Aldermen. The TIF Commission shall keep records and minutes of its meetings and shall report at least annually to the Board of Aldermen respecting its activities.

The Commission shall serve as an advisory body to the City for the consideration of tax increment financing redevelopment proposals for the Redevelopment Area only, in accordance with the TIF Act, and the Commission shall hold public hearings, give notice and provide its recommendations to the Board of Aldermen on all proposed redevelopment plans, redevelopment projects and the designation of the proposed Redevelopment Area, including any proposed amendments, all as provided by the Act.
