There shall be a Department of Community Development, the head of which shall be the Community Development Director. Prior to his appointment, the Community Development Director shall be qualified by education, training and at least three years of responsible experience for the duties of his office. The Community Development Director shall receive an annual salary as established by ordinance, to be paid as all other salaries are paid.
The Department of Community Development shall consist only of the Housing Division, where additional divisions may be added by ordinance.
A. 
Within the Department of Community Development, there shall be the Housing Division, the head of which shall be the Housing Director.
B. 
The Housing Division shall:
(1) 
Be responsible for the development of an overall housing plan for the City. The plan shall be devised in accordance with the requirements of federal and state legislation pertaining to grants for housing assistance to the City and so-called block grants for community development.
(2) 
Coordinate all program activities concerning housing in the City, whether administered by private or local agencies.
(3) 
Relocation activities of the City.
C. 
The positions within the Department of Community Development, Housing Division, shall be as set forth in Appendix A, Active Titles in Local Government, included at the end of this chapter.
Subsequent to the annual approval of the Community Development Block Grant Budget by the Municipal Council, no amendment or transfer within the Community Development Block Grant Budget shall be made without formal approval of said amendment or transfer by resolution of the Municipal Council.
