The Chief of Police, Health Commissioner or their deputies or designated representatives shall have the power to impound by delivery to the animal pound of the City any animal caught or taken into custody pursuant to this Chapter. Upon receipt of such animal at the pound, a record shall be made of the time, date and place of capture, the species if known, a description of such animal, the name and address of the owner and the number of the license, if the animal is licensed. A copy of such report shall be forwarded to the Police Department promptly. If the owner of such impounded animal is or becomes known, notice of the impoundment shall be sent to such owner at his/her last known address. If the name or address of the owner of such animal is not known, notice of the impoundment shall be posted at the City's animal pound and the City Hall. The notice shall describe the animal and the time, date and place of its capture. In addition to the above notice, if the owner of such impounded animal becomes known, a prosecution for violation of this Chapter shall be instituted in the Municipal Court against such owner.

Any dog or cat impounded as provided herein may be redeemed to the custody of the owner or any other person having the right of possession of such animal upon the presentation of a proper license and upon payment of a redemption fee as may be fixed by the County of St. Louis or the Health Commissioner, which shall be not less than five dollars ($5.00). If such animal is not redeemed in the manner provided herein within seven (7) days after its capture and notice to the owner, such animal shall, at the discretion of the Health Commissioner or Police, be disposed of as provided in this Chapter or such animal may be redeemed by any other person before its disposal on securing a license for such animal, if required, and paying the board bill and fees required herein.
