There is hereby created and established the position of Building Commissioner who may be appointed by the Mayor with the consent and approval of the majority of the members of the Board of Aldermen.

A. 
To be eligible for appointment, a person need not be a resident or voter of the City, shall be twenty-one (21) years of age and shall have the following technical qualifications:
1. 
The person shall have had at least five (5) years building experience as a licensed professional engineer or architect, building inspector, contractor or superintendent of building construction. For three (3) years of which experience the person shall have been in responsible charge of the work; and
2. 
The person shall be generally informed on good engineering practice in respect to the design and construction of buildings, the basic principles of fire prevention, the accepted requirements for means of egress and the installation of elevators and other service equipment necessary for the health, safety and the general welfare of the occupants of buildings.

The Building Commissioner shall serve at the pleasure of the Mayor and Board of Aldermen.

The Building Commissioner shall be responsible for the enforcement of the zoning ordinances, building codes, property maintenance codes and such other ordinances of the City which may require his/her attention or action. The Building Commissioner shall comply with such other orders of the Mayor and Board of Aldermen as may from time to time be required of the Building Commissioner and perform such other duties as may be required or provided by the ordinances of this City.

The compensation of the Building Commissioner shall be as established from time to time by ordinance.
