All purchase and service contracts awarded based on best value shall contain a statement in the notice to bidders and in the contract specifications indicating that the Town has the authority to award the contract based on best value.
As used in this article, the following terms shall have the meanings indicated:
- BEST VALUE
- Shall have the same meaning as that contained in § 163, Subdivision 1j, of the State Finance Law, to wit, the basis for awarding contracts for services to the bidders which optimizes quality, cost and efficiency among responsive and responsible bidders. Such basis shall reflect, wherever possible, objective and quantifiable analysis. Such basis may also identify a quantitative factor for bidders who are small businesses or certified minority- or women-owned businesses to be used in evaluation of offers for awarding contracts for services.
The Town Board will direct staff to identify appropriate evaluative criteria and contract award methodologies for general use in awarding purchase contracts by the best value method.
