In order to regulate the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of mechanical systems, and to provide for the issuance of permits and the collection of fees therefor, except for such portions as are herein modified, added, deleted or amended within this Chapter, the International Plumbing Code, 2018 Edition, is hereby adopted and shall be incorporated as if fully set forth herein and shall be hereafter known as the "Plumbing Code of the City of Maryville, Missouri," including:
1. 
Appendix B — Rates of Rainfall for Various Cities;
2. 
Appendix C — Structural Safety;
3. 
Appendix D — Degree Day and Design Temperatures;
4. 
Appendix E — Sizing of Water Piping Systems.

A. 
The International Plumbing Code, 2018 Edition, as adopted as the Plumbing Code of the City of Maryville, is hereby subject to the following insertions:
1. 
Section 101.1. The term "City of Maryville" shall be inserted.
2. 
Wherever a reference is made to "jurisdiction" within the International Plumbing Code, 2018 Edition, it shall be understood to mean the City of Maryville, Missouri.
3. 
Section 903.1. The measurement "twelve (12) inches" is inserted.

The following portions as set forth in the International Plumbing Code, 2018 Edition, shall be deleted in their entirety:
1. 
Section 305.4.1: Sewer Depth.
2. 
Appendix A — Plumbing Permit Fee Schedule.
3. 
Section 312.3 shall be retained, except that plastic piping shall not be tested using air, which shall be deleted.
4. 
Section 108.4: Violation penalties.

Specific reference is made to Section 705.430 of the Municipal Code of the City of Maryville dealing with backflow prevention. In the event that Section should conflict with any provision of the International Plumbing Code, 2018 Edition, the requirements of Section 705.430 of the Municipal Code of the City of Maryville shall prevail.

Table 605.3 — Water Service Pipe of the International Plumbing Code, 2018 Edition, is deleted in its entirety.
B. 
Section 605.3 — Water Service Pipe International Plumbing Code, 2018 Edition, is deleted in its entirety.
C. 
Water Service Pipe. Water service pipe shall be only type K soft drawn copper pipe or Polyvinyl Chloride (PVC) plastic pipe of one and one-fourth (1 1/4) inches and larger; SDR-21 two hundred (200) psi shall be utilized for any underground installation of water piping. Two hundred (200) psi high-density polyethylene pipe and tubing may be used as a water service pipe on the customer side of the water meter or valve. All plastic pipe and tubing shall be installed with a single strand No. 12 AWG solid copper tracer wire. Any installation of water service pipe shall comply with this paragraph and not the standards listed in Table 605.3 of the International Plumbing Code, 2018 Edition.

Section 710.1: Maximum Fixture Unit Load, of the International Plumbing Code, 2018 Edition, is modified to include the following additional limitation.
B. 
Any building sewer leaving the building shall have a minimum pipe diameter of four (4) inches, unless it contains a grinder pump which is installed in accordance with all applicable manufacturer's installation instructions.

Section 106.6.2: Fee Schedule and Section 106.6.3: Fee Refunds, of the International Plumbing Code, 2018 Edition, are deleted in their entirety and in lieu thereof Section 500.090, Building Permit Fees, of the Municipal Code of the City of Maryville is hereby adopted by reference, as if set forth fully herein, as the fee schedule for the Plumbing Code of the City of Maryville, Missouri.

Section 109: Means of Appeal, of the International Plumbing Code, 2018 Edition, is deleted in its entirety. Any person aggrieved by a decision or action of the Code Enforcement Officer or other designee of the Department of Public Works under this Chapter may appeal such decision or action to the Board of Code Appeals. Such appeal shall be in accordance with the provisions of Sections 530.070, 530.080, 530.090 and 530.110 of the Municipal Code of the City of Maryville and with Chapter 110 of the Municipal Code of the City of Maryville, all of which are adopted herein by reference as if set forth fully herein.

Section 108.5 of the International Plumbing Code, 2018 Edition, is retained except that any reference to penalty contained therein is deleted and the Section shall be enforced in accordance with any penalty available under civil law, including injunction, and/or the penalty provisions of this Chapter.

Any person violating any of the provisions of this Chapter or any portion of the code adopted in this Chapter shall be deemed guilty of an ordinance violation and upon conviction thereof shall be fined in an amount not exceeding five hundred dollars ($500.00) or be imprisoned in the City or County Jail for a period of not exceeding ninety (90) days, or both such fine and imprisonment. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.
