A.
All
meters shall be set in an approved, non-hazardous place and accessibility
shall be maintained at all times. Residential (location optional),
industrial (location optional), commercial (when appropriate shall
be indoors, with remote read out) outside installation shall be with
City approved meter pit. The water meter shall be protected from any
damage or freezing and be readily accessible in an unlocked room or
enclosure.
B.
Meter
well or meter pit, lids and covers shall be as specified by the Director
of Public Works and be protected from damage by traffic and be of
sufficient strength to withstand traffic loads.
C.
All
meters shall be set in a horizontal position.
D.
The
size of the meter shall be the same size as the service line installed
and in no case shall the meter be larger than the service line.
E.
Meter
sets for meters two (2) inches in diameter and larger shall require
a bypass with a sealed bypass valve.
F.
Meter
sets for meters two (2) inches in diameter and larger shall require
a flexible coupling installed on the building side of the meter and
isolating valve.
G.
The
licensed plumber shall furnish and install all required pipe, fittings,
valves, meter well or pit covers and lids.
H.
The
Water Department shall install the meter.
I.
Regardless
of the meter location, the customer shall be responsible for damage
to the meter or its appurtenances caused by the customer's negligence
or failure to properly safeguard and protect such meter and appurtenances
from hazards.
J.
All
meter wells or pits shall be located to prevent an accumulation of
water within the tile or pit to be properly drained.

A.
All
outdoor meter sets for meters one (1) inch and smaller shall conform
to the following:
1.
Meter sets shall be placed on public property near the property line.
2.
The shut-off valve shall be between eighteen (18) and twenty-four
(24) inches of the lid.
3.
All materials for meter sets shall conform to current Water Department
specifications.
4.
Maintenance and testing of meters will be performed by the Water
Department.
5.
All meter pits, customer tiles and sets shall be maintained by the
customer.
6.
The customer shall be responsible for taking necessary precaution
to prevent pipes and meters from freezing in cold weather for all
installations that are not approved by or do not conform to Water/Wastewater
Maintenance Department specifications. If an unapproved meter or a
meter located indoors is damaged by freezing, the costs of materials
for such repairs shall be charged to the customer.

A.
All
outdoor meter sets for meters one and one-half (1½) inches
and larger shall conform to the following requirements:
1.
Large meters shall be located near the property line, by a driveway
and be accessible to Water Department vehicles.
2.
Pit and materials for meter sets shall be as approved by the Director
of Public Works and plans and specifications shall be furnished by
a licensed plumber or contractor for approval.

All indoor meter sets are prohibited.

All present meter sets, whether indoor or outdoor, not in compliance
with the Sections of this Article shall be improved or relocated,
to be in compliance within thirty (30) days following written notice
from the Director of Public Works. Such improvements shall be of the
expense of the customer.

A.
Meters
larger than three-fourth (¾) inch may be furnished and paid
for by the customer. Only meters which read in cubic feet measurements
and are approved by the City of Maryville Water/Wastewater Maintenance
Department shall be installed (gallons prohibited).
B.
All
meters shall be maintained and removed by the Water Department at
its expense insofar as ordinary wear is concerned, but damage due
to hot water, freezing or external causes arising out of or caused
by the customer's negligence or carelessness shall be paid for by
the customer.

A.
The
City Water Department may remove any meter for routine tests, repairs
and replacement. Meter tests shall be subject to the following:
1.
Whenever, upon test by the Water Department, any water meter is found
to have an average error of not more than four percent (4%), such
meter shall be considered to be accurate and correct and no adjustment
shall be made in any charge or bill for service prior to the date
of such test. If, upon test by the Water Department, any water meter
is found to have an average error of more than two percent (2%), such
meter shall be corrected or replaced, at the option of the Water Department
and an appropriate correction or charge in keeping with the percentage
error found upon testing shall be made in the bills or charges for
water service measured through said meter during a period of not more
than sixty (60) days prior to the date of such test.
2.
The customer shall have the right to request a special meter test
at any time. If the special test made at the customer's request discloses
that the meter is registering correctly or within two percent (2%)
of normal, the customer shall pay the sum of three hundred fifty dollars
($350.00) for the expense of testing such meter. The expense of all
other tests shall be borne by the Water Department.
