The City of Clairton again finds that there is a need for a Vacant Property Review Committee and that pursuant to the provisions of the Urban Redevelopment Law, Act of May 24, 1945, P.L. 991, as amended,[1] there is hereby created a revamped Vacant Property Review Committee to function in concert with the Redevelopment Authority of the City of Clairton and which shall exercise all powers and be subject to all limitations as provided in said Act.

Membership shall be as follows:
A. 
Two members of the City Council designated by resolution of the Council.
B. 
One resident member appointed by Mayor (other than Council member) designated by resolution of the Council.
C. 
One member shall be a representative of the Clairton Planning Commission, as designated by resolution of the City Council.
D. 
Two members of the Clairton City School District designated by resolution of the City Council.
E. 
One member of the Clairton Redevelopment Authority designated by resolution of the City Council.
F. 
One member shall be the current Municipal Manager (ex officio) (no voting powers).

All appointed members shall receive staggered terms, which shall be recorded.

The Vacant Property Review Committee shall have all power and authority to do such acts and deeds as are necessary and appropriate to carry out the goals of the Act and this chapter.

The Chairman of the Vacant Property Review Committee shall be the Executive Director of the Redevelopment Authority of the City of Clairton appointed by the Board of Directors of the Redevelopment Authority of the City of Clairton. The members of the Committee shall select from amongst themselves a Chairman, Vice Chairman, a Treasurer, a Secretary and such other officers as the Committee may determine.
Notice of the determination by the Authority that a property is blighted within the meaning of the Act shall be given to the owner of the property or his or her agent, together with or including an order from the Authority to the owner directing the elimination of the conditions, by personal service of the Authority's resolution upon the owner or by certified mail, return receipt requested, or by posting a copy of the Authority's resolution in a conspicuous place on the property. The owner or his or her agent shall have the right to appeal from the Authority's determination by filing a written notice of appeal with the Authority within 15 days after giving of such notice, in which event a hearing before the Authority shall be scheduled.
