A. 
Before commencement of any construction, the applicant shall apply for and obtain a building permit from the City of Hallsville and the County of Boone; said County permit application to be completed and submitted by the City of Hallsville in the office of the City Clerk.
B. 
This Article is enacted to allow the City of Hallsville to recover the costs of City staff and equipment used in the performance of issuance, administration and inspection required due to construction within the City of Hallsville.

A. 
For the purpose of this Article, building permits issued in the City of Hallsville shall be designated to belong in one (1) of the following classifications:
1. 
Gas/Electric Tag Permit Classification. This classification will include any permit issued for gas or electric work to outbuildings or residential homes.
2. 
General Permit Classification. This classification will include any permit not found in any other classification.
3. 
Remodel/ Addition Permit Classification. This classification will include any permit issued for the remodel or addition work to outbuildings or residential homes.
4. 
Residential Permit Classification. This classification will include any pennit issued for the construction of a new single family residence.
5. 
Commercial/Multifamily/Industrial Permit Classification. This classification will include any permit issued for the construction of a new commercial business or new industrial business, or the building of multi-unit residential structures.

Gas/Electric Tag Permit Classification: Twenty Dollars ($20.00).
B. 
General Permit Classification: Fifty Dollars ($50.00).
C. 
Remodel/ Addition Permit Classification: One Hundred Dollars ($100.00).
D. 
Residential Permit Classification: Three Hundred Dollars ($300.00).
E. 
Commercial/Multifamily/Industrial Classification: Two Hundred Dollars ($200.00).
Gas/Electric Tag Permit Classification:
Office of the Clerk:
Copy gas/electric application; provide gas/electric application; once application is returned call Boone County for building permit number; complete Boone County's on-line building permit form; collect Boone County building permit fee; mail to Boone County; make copies of permit for applicant and file with building permits; add to spreadsheet to keep track of completed permits.
Time expended: 1.00 hour at $17.80/hr. (average wage for office staff) = $17.80
Expenses: $2.00 for paper, folder, label, envelope, postage

Remodel/Addition Permit Classification:

Copy and prepare building permit files; provide applicant with prepared packet and answer questions; once application is returned call Boone County for building permit number; figure Boone County building permit fee; complete Boone County's on-line building permit form; collect Boone County and City of Hallsville building permit fees, mail Boone County's; make copies of permits for Public Works applicant and file with building permits; add to spreadsheet to keep track of completed permits; take calls to schedule City inspection and call Public Works with needed inspections; download inspection pictures and save in file.
Time expended: 3.00 hours at $17.80/hr. (average wage for office staff): $53.40

Copy and prepare building permit files; provide applicant with prepared packet and answer questions; once application is returned call Boone County for building permit number; figure Boone County building permit fee; complete Boone County's on-line building permit form; collect Boone County and City of Hallsville building permit fees, mail Boone County's; make copies of permits for Public Works applicant and file with building permits; add to spreadsheet to keep track of completed permits; take calls to schedule City inspection and call Public Works with needed inspections (up to nine inspections unless fail and needs inspected again); download inspection pictures and save in file.

Inspects the following items when the builder is ready; building setbacks from property lines; sewer tap inspection; backflow preventer inspection for both water and sewer; culvert inspection; pre-pour sidewalk inspection; final sidewalk inspection; pre-pour approach inspection; final approach inspection; and house numbering inspection.

A. 
Failure to comply with the above-listed requirements shall result in the immediate issuance of a stop-work order for the project, which shall be issued by the Superintendent of Public Works. Said stop-work order shall remain in effect until the requirements of this Article are complied with.
B. 
The City reserves the right to terminate the building permit of any individual(s), company or firm in noncompliance, until compliance has been accomplished as is directed by this Article. Violation of this Article shall result in a fine up to one thousand dollars ($1,000.00) and/or six (6) months in jail.
C. 
City of Hallsville, Missouri Cost Justification for Building Permit Fee Structure is the justification for assessing a recovery fee for the issuance, administration and inspections required of the staff of the City of Hallsville.
