It shall be unlawful for any City resident to own a motor vehicle
which is garaged, parked, stored or operated over or upon any highway,
street, alley or other unenclosed area within the City unless such
motor vehicle has been registered with the City Clerk for the current
year and the registration license is displayed in the lower right-hand
corner of the front windshield of such motor vehicle for which the
license was issued.

A license for all motor vehicles shall be issued by the City
Clerk upon the payment of a license tax, as follows:
Automobiles (pleasure cars including station wagons): $5.00.
Trucks of all kinds and description (including campers): $7.00.
Motorcycles, motor scooters, motor bicycles: $2.00.
and providing that the applicant for any such license shall
present his/her Velda City personal tax receipt for the preceding
year as prima facie evidence that such personal taxes have been paid.
No license shall be issued to any person who has allowed his/her personal
tax to become delinquent for the preceding year until such taxes be
paid.

A.
No
person shall be issued a City license (City sticker) for a motor vehicle
unless:
1.
Said person's name appears on a current occupancy permit issued by
the City Clerk of the City of Velda City. However, this requirement
shall not apply to any person who is not required to have an occupancy
permit because of a "grandfather" exception; and
2.
Said person establishes through appropriate title or registration
ownership of the vehicle to be licensed in the City.

A.
The
license required by this Article shall be renewed annually, in the
same manner as the original license was acquired by January thirty-first
(31st) of each year, unless extended by the Board of Aldermen and
the Mayor.

B.
Each
City motor vehicle license shall expire on December thirty-first (31st)
of the calendar year of issuance; provided that, the first (1st) City
license issued to any motor vehicle, which was not subject to the
provisions of this Article until after September thirtieth (30th)
of a given year, shall not expire until December thirty-first (31st)
of the succeeding year. This provision is to apply only to the licensing
of motor vehicles by persons becoming residents after September thirtieth
(30th) and to the licensing of a motor vehicle first acquired by any
resident after September thirtieth (30th) of a given year.
C.
In
the event of loss, mutilation or destruction of the license issued
by the City Clerk, the lawful holder thereof may upon proof of such
fact to the City Clerk, and upon the payment of a fee of five dollars
($5.00) obtain a new registration and license, and the City Clerk
shall designate upon the records that the original license was lost
or destroyed.

A.
Upon
the issuance of a license for a motor vehicle (other than a motorcycle,
motor scooter, or motor bicycle) as in this Article provided, the
City Clerk shall deliver to the applicant a transparent license sticker
designating the year for which such license was issued; said license
emblem shall be impervious to weather and its surface shall be of
adhesive substance to such strength and composition that such emblem
cannot be removed from the windshield of the motor vehicle, to which
it is to be affixed without being mutilated or destroyed, and the
predominant background color of said emblem shall be changed annually.

It shall be the duty of the applicant of such license to affix said
emblem to the lower right-hand corner of the inside of the glass part
of the windshield of the motor vehicle for which the license was issued.
2.
The licenses as herein provided shall be numbered in numerical order
and the City Clerk shall keep a permanent record of such license issued
reflecting the name and address of the person to whom same is issued
and a description of the motor vehicle for which issued.

No motor vehicle license issued as provided for in this Article
shall be transferred to any other person, nor shall it be used for
any motor vehicle other than the one for which it was issued.
