Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania,[2] as now in force, or as hereafter amended, enacted or reenacted, except in those instances where the context clearly indicates a different meaning. In this chapter, the masculine shall include the feminine, the singular shall include the plural, and the plural shall include the singular.

All traffic and parking regulations of a permanent nature shall be enacted as ordinances or as parts of ordinances or as amendments to ordinances of the Borough of Mifflinburg.

1. 
The Mayor, or the police officers of the Borough under the direction of the Mayor, shall have the following powers to regulate traffic and parking temporarily and in time of emergency:
A. 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and parking regulations;
B. 
In the case of emergency or to facilitate public works or in the conduct of parades, processions and public events, to restrict or prohibit traffic or parking in limited areas for periods of not more than 72 hours.
2. 
Such temporary and emergency regulations shall be enforced by the Mayor and the police officers of the Borough in the same manner as permanent regulations.
3. 
The Mayor and the police officers of the Borough shall further have the authority to regulate traffic on the highways of the Borough by signs or other devices; and, by painted markings on the highways, they may show crosswalks and the places and manner in which vehicles may be parked; and, by painting the curb, they may show that alongside it no vehicle may be parked, all subject to such modifications as the Council may make from time to time.

The Borough Council may, from time to time, temporarily designate places upon and along the streets and alleys in the Borough where, for a period of not more than 90 days, specified traffic or parking regulations, prohibitions or restrictions shall be in force and effect and shall designate such locations by proper signs and markings. Such regulations, prohibitions and restrictions shall be effective just as if they had been specified in this chapter. No person shall violate any such regulation, prohibition or restriction or shall remove, injure, destroy or deface any sign or marking erected by authority of this section, provided the purpose of this section is to allow for the test and experimental determination of the feasibility and desirability of permanent changes in the ordinances of the Borough regulating traffic and parking.

The police officers of the Borough are hereby given authority to direct traffic on the highways of the Borough and at intersections thereof.

The Mifflinburg Borough Police Department is hereby authorized to use approved electrical speed timing devices, including but not limited to the Vascar System and Speed Chek, to enforce speed limits in the Borough.

Pursuant to 75 Pa C.S.A. § 6301, any person who violates any of the provisions set forth in this chapter shall be liable for the specific penalty provided for in the Pennsylvania Vehicle Code. If no specific penalty exists under the Pennsylvania Vehicle Code, the penalty for any violation shall be $25 and costs of prosecution, and in default of payment of such fine and costs, imprisonment for not more than 30 days.

1. 
If any person shall, within five days of any violation of any of the parking provisions of this chapter, report to the Municipal Building with the notice of such violation, which has been placed upon his/her vehicle by a member of the Borough Police Department, and pay the Borough the sum of $15, such payment shall be in full satisfaction of such violation and shall save the person from prosecution for such violation.
2. 
If said fine is not paid within five days from the date of the violation, then the penalty for this violation shall be $30.
3. 
If said fine is not paid within 15 days from the date of the violation, a citation shall be issued by a member of the Borough Police Department and, upon conviction thereof, shall result in a fine of $90 plus court costs.
4. 
Should towing of a vehicle be necessary to remove a vehicle from the parking location, then all expenses of the towing service and storage costs will be assessed to the violator.
