Whenever any words and phrases are used in this chapter, the meaning respectively ascribed to them in Subtitle I of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein.
Whenever certain hours are named in this chapter, they shall mean either Eastern Standard Time or Eastern Daylight Saving Time as may be in current use in the township.
The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey Statute or as hereinafter provided.
a. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary EMERGENCY NO PARKING signs are displayed. The chief of police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of EMERGENCY NO PARKING signs when weather conditions, accidents, fire or public celebrations, dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that EMERGENCY NO PARKING signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
b. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and menace to the safe and proper regulations of traffic and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.
c. 
The effectiveness of this subsection is contingent upon the signs being erected as required by law.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I attached to and made a part of this chapter. If the no parking zone is also described as a tow away zone, in addition to the penalty set forth in § 7-11, the vehicle of a violator may be towed at the owner's expense.
No person shall park a vehicle between the hours specified in Schedule II of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule II attached to and made a part of this chapter.
No person shall stop or stand a vehicle between the hours specified in Schedule III of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule III attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule IV at any time between the hours listed in Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter.
a. 
The Township of Southampton is hereby authorized to designate special handicapped parking spaces in the township, as set forth in Schedule XVIII.
b. 
No person except the holder of a township permit shall park in the special handicapped parking space so designated.
c. 
Permits shall be issued for parking in said spaces by an application in writing to the Township Clerk and approved by the Township Committee. There shall be a permit fee of $10 per annum, which shall be subject to renewal on an annual basis by the township.
d. 
The special handicapped parking space shall be so designated by appropriate signage in accordance with the law, and violations of the law governing special handicapped parking shall be prosecuted in accordance with normal handicapped parking restrictions, violations and penalties.
Trucks over four tons gross weight are hereby excluded from the streets or parts of streets described in Schedule V except for the pick up and delivery of materials on such streets. Schedule V being attached to and made a part of this chapter.

Trucks over four tons gross weight are hereby excluded from the streets or parts of streets described in Schedule VA, except for the pick up and delivery of materials on such streets. Schedule VA being attached to and made a part of this chapter. All such streets or parts of streets shall be conspicuously marked by signs so placed and maintained as to clearly designate same, together with the weight of the trucks which are being excluded.
The streets or parts of streets described in Schedule VI attached to and made a part of this chapter are hereby designated as one-way streets in the direction indicated.
Pursuant to the provisions of N.J.S.A. 39:4-140, the streets or parts of streets described in Schedule VII attached to and made a part of this chapter are hereby designated as Through Streets. STOP signs shall be installed on the near right side of each street intersecting the Through Street except where YIELD signs having sides 36 inches in length are provided for in the designations.
Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in Schedule VIII attached to and made a part of this chapter are hereby designated as Stop Intersections. STOP signs shall be installed as provided therein.
Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in Schedule IX attached to and made a part of this chapter are hereby designated as Yield Intersections. YIELD signs having sides 36 inches in length shall be installed as provided therein.
The locations described in Schedule X attached to and made a part of this chapter are hereby designated as Loading Zones.
The locations described in Schedule XI attached to and made a part of this chapter are hereby designated as Taxi Stands.
The locations described in Schedule XII attached to and made a part of this chapter are hereby designated as Bus Stops.
No person shall make a left turn at any of the locations described in Schedule XIII attached to and made a part of this chapter.
No person shall make a U-Turn at any of the locations described in Schedule XIV attached and made a part of this chapter.
No person shall make a turn at any of the locations described in Schedule XV attached to and made a part of this chapter.
No person shall make a right turn when facing a steady red signal (STOP) indication whenever an official sign is present prohibiting such turn on the red signal as described in Schedule XVI.
Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of a provision of this ordinance or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days or both.
All former traffic ordinances or resolution of the Township of Southampton inconsistent with the provisions of this traffic chapter are hereby repealed except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this ordinance.

The streets or parts of streets described in Schedule XVII attached to and made a part of this chapter shall have the speed limits designated in such schedule.
a. 
A No Passing Zone shall be established and maintained along Pemberton-Vincentown Road (CR 616), in Southampton Township, County of Burlington as authorized by the New Jersey Department of Transportation on Sketch Drawing Number NPZ-911C, dated October 16, 1991.
b. 
A No Passing Zone shall be established and maintained along Vincentown-Smithville Road (CR 684) in Southampton Township, County of Burlington as authorized by the New Jersey Department of Transportation on Sketch Drawing Number NPZ-1857B dated March 24, 1993.
c. 
A No Passing Zone shall be established and maintained along North Main Street (CR 681) in the Village of Vincentown, Township of Southampton.
d. 
A No Passing Zone shall be established and maintained along Eayrestown Road, in the Township of Southampton, County of Burlington as authorized by the Department of Transportation on Sketch Drawing Number NPZ 2892A dated December 27, 1996, as follows:

650 feet south on north and southbound
540 feet north on southbound lane
New Freedom
780 feet south on northbound lane
780 feet north on southbound lane
Hilliards Bridge
500 feet south on northbound lane
500 feet north on southbound lane
Church Road
500 feet south on northbound lane 1,820 feet north on northbound lane
500 feet north on southbound lane 1,500 feet north of Church Road intersection
600 feet on southbound lane
Meadowyck Lane
500 feet south on northbound lane
e. 
A No Passsing Zone shall be established and maintained in both directions along Big Hill Road from Route NJ 70 to Retreat Road, a distance of approximately 14,560 feet, as authorized by the N.J. Department of Transportation.
f. 
A No Passing Zone shall be established and maintained, including centerline markings in accord with established standards, in both directions on Ridge Road from Route 206 to Buddtown Road, a distance of approximately 11,610 feet.
g. 
A No Passing Zone shall be established and maintained, including centerline markings in accord with established standards, in both directions on Hawkin Road from the Medford Township - Southampton Township boundary line to the end of pavement, an approximate distance of 10,580 feet.
