The Board of Health may vary the application of any provision
of these regulations with respect to any particular case when, in
the opinion of the Board, a literal enforcement of the provisions
of the regulation would involve substantial hardship to the petitioner,
and desirable relief may be granted without substantial detriment
to the public good and without nullifying or substantially derogating
from the intent or purpose of such regulation.
