A. 
There is hereby established a Police Reserve Unit or department for the City of Fredericktown, Missouri.
B. 
The Police Reserve Unit shall exist under the authority of the Mayor and Chief of Police and the members thereof shall be appointed by the Mayor with the approval of the Board of Aldermen and shall be subject to the general supervision of the Board of Aldermen as the same extent as other officers of the regular police force and other employees of the City of Fredericktown may be. Officers of the reserve force shall perform such duties as may be prescribed by the Chief of Police, including but not limited to the general duty and purpose of augmenting the manpower available to the regular police force of the City of Fredericktown, Missouri. Class A and B officers as those terms are hereinafter described shall have the same authority as a regular officer.

A. 
The Police Reserve Unit will be commanded by the Chief of Police with the next command officer being the Lieutenant. A reserve force will consist of two (2) categories based on training and competence:
1. 
Class A: Reserve officers can assume full responsibility under normal supervision.
2. 
Class B: Reserve officers may drive department vehicles only under supervision of a regular officer or when authorized by the Chief of Police.
B. 
A reserve officer Board of Review is established as a part of the reserve program. It will be composed of:
1. 
Mayor.
2. 
Chief of Police.
3. 
Lieutenant.
4. 
Other members may be appointed by the Mayor with the approval of the Board of Aldermen. The main duties of the Reserve Board of Review will be to make class changes within the Police Reserve Units. The decisions of the Reserve Board of Review are subject to review by the Board of Aldermen and those decisions made by the Board of Review shall be submitted to the Board of Aldermen for their decision and conformation.

Reserve officers shall be issued, by the Police Department, a uniform and other accessories in the nature of equipment as deemed appropriate by the Chief of Police.

A. 
All reserve officers shall receive at least the minimum State-required law enforcement training prior to being given field assignments. This training will be received where available.
1. 
While enrolled in this training course, reserve officers will be scheduled to participate in observer duty with the department.
2. 
All reserve officers will be responsible to the regular officer to whom they are assigned.
3. 
Reserve officers may also participate in in-service training which is provided for the regular officers.
4. 
All printed directives and training materials distributed to regular officers will also be provided to all reserve officers. This will include orders, bulletins, memorandums, and related information concerning the department policy, rules, regulations and procedures.
5. 
Before carrying or being issued a firearm, new recruits and new reserve officers will be instructed in:
a. 
Use of force.
b. 
Firearms training.
c. 
Powers of arrest.
d. 
Authority and jurisdiction.

A. 
Reserve officers will agree, prior to appointment, to make at least sixteen (16) hours per month of their time available to the department for duty assignments. Assignments of personnel is imperative so that there will be no shortage or overload of manpower on any one (1) day. Every effort will be made for each reserve officer to be scheduled on the day of his/her choice. Therefore each reserve officer must make contact with his/her Lieutenant so that he/she may place him/her on the schedule. Any failure on the part of the reserve personnel to comply with this minimum standard without justification, such as illness, will be considered grounds for termination.
B. 
Reserve officers unable to meet their required monthly hours for legitimate personal reasons, may request leave of absence status for a period not to exceed three (3) months. All credentials and equipment (badge, commission card, and weapon) must be returned to the department during a leave of absence.
C. 
In addition, each officer shall be subject to call to active duty by the Chief of Police in periods of emergency or for special needs requiring the services of additional Police Officers above the ability of the regular police force to meet.
D. 
Exceptions to the above requirements may be made by the Chief of Police on an individual basis.

The personnel evaluations procedure of the Police Reserve Force will be the same as that utilized by the department for its regular officers. Any undesirable evaluation will be discussed with the officer being evaluated by his/her immediate supervisor. Continuation of below average performance will be considered grounds for termination.

All reserve officers shall be subject to the same standards, policies, requirements, regulations and all provisions of the personnel manual, and discipline practices as other Police Officers and as other employees of the City of Fredericktown, Missouri.
