A. 
The numbering of all houses, buildings or other structures fronting on or having entrances on public streets within the limits of the City of Willow Springs, in force on June 14, 1993, shall be in conformity with the following rules and regulations:

The odd numbers shall be applied to the north and west sides of the streets and the even numbers shall be applied to the south and east sides of the streets.
2. 
On all streets running in a north and south or northerly and southerly direction, the numbering shall commence with the numbers 101 and 102 at Main Street and shall increase proceeding north and south at the rate of one hundred (100) numbers for each City block as nearly as possible.
3. 
On all streets running in a west and east or westwardly and eastwardly direction, the numbering shall commence with the numbers 101 and 102 at Center Street and shall increase proceeding east and west or eastwardly and westwardly at the rate of one hundred (100) numbers for each City block as nearly as possible.
4. 
A City block shall be interpreted to mean the distance between any two (2) streets entering Main or Center Streets, unless otherwise designated.

There shall be one (1) number allowed for every fifty (50) feet of vacant ground, building, house or structure, except in the business section where there shall be a number for every door. There shall be a full number assigned for any building, house or structure of fifty (50) feet in width or for every door in the business section. There shall also be assigned a half number for any building, house or structure passageway leading from any street or rear of premises less than fifty (50) feet in width. There shall also be assigned a full number with letter "A" for any entrance leading directly from any highway to any second (2nd) floor apartment regardless of the purpose for which said apartment is to be used. All said numbering shall be done as directed by the City. All numbers shall be assigned to meet the said door openings as nearly as possible.

The responsibility for the proper numbering of each house, building or other structure on the street front and, if there be an alley entrance, also at the alley entrance to the premises on which a said house, building or other structure is located shall rest upon its owner, trustee, lessor, agent or occupant who shall cause the same to be numbered. The number shall be placed either on the front transom bar, front transom glass or front show window over or on either side of the entrance, the said numbers to be of paint or metal and at least three (3) inches in height, the color of the numbers to be in contrast with the immediate background and shall be so placed as to be in full view from the opposite side of the street. It shall further be unlawful to cover any house number with any sign, drapery or other structure tending to conceal such number. All old numbers must be removed from any house, building or other structure when a new number has been assigned or when so directed by the City. The house number shall be placed conspicuously at the said alley entrance, the same to be of paint or metal figures not less than two (2) inches high. The numbering or renumbering of any house, building or other structure and the alley entrance thereof shall be in accordance with directions of the City.

The owner or owners of any building now in process of erection shall so attach said numbers as above prescribed prior to the occupation or use of said buildings or dwellings. At the time of application for a building permit and payment of the applicable fee, the City Clerk shall designate the number or numbers assigned to said building or dwelling, taking said number or numbers from the plat prepared by the City Engineer. The owner or owners shall have the duty of placing numbers on said buildings or dwellings prior to the occupation or use of said buildings or dwellings as prescribed in this Article.

Any person violating the provisions of this Article is guilty of an ordinance violation and upon conviction thereof shall be fined as set out in Section 100.220 of this Code. Each day that a person fails to comply with an order of the Building Commissioners may be deemed a separate offense.
