It shall be lawful for an authorized organization, upon obtaining a license therefor as provided in Article 14-H of the General Municipal Law, to conduct the game of bingo within the territorial limits of the Town of North Collins as now or as they may be hereafter established, subject to the restrictions and provisions of:
A. 
This chapter.
B. 
Article 14-H of the General Municipal Law.
C. 
The Bingo Control Law.[1]

The following restrictions are placed upon the conduct of bingo games as hereby authorized:
A. 
No games of chance shall be conducted under any license issued hereunder on the first day of the week, commonly called "Sunday," except after the hour of 2:00 p.m.
B. 
No games of bingo shall be conducted in any Town parks.
The Town Clerk of the Town of North Collins shall cause to be investigated the qualifications of each applicant for a license and the merits of each application with due expedition after the filing of the application. The Town Clerk shall deliver to the Town Board the application, together with supporting documents therefor, and the report of the investigation and his determination as to whether or not the requisite conditions have been met by the applicant.

If the Town Clerk shall determine that the requisite conditions have been met by the applicant and shall so advise the Town Board, the Town Board may direct the Town Clerk to issue a license to the applicant for the holding, operation and conduct of the specific kinds of games of chance applied for upon payment of a license fee as set forth from time to time by resolution of the Town Board for each occasion upon which any games of chance are to be conducted under the license, which fees are to be paid into the general fund of the Town of North Collins.
On or before the 30th day of each month, the Treasurer of the Town of North Collins shall transmit to the State Comptroller a sum equal to 50% of all commercial lessor license fees and the sum of $11.25 per occasion of all license fees for the conduct of bingo collected by the Town of North Collins pursuant to this chapter during the preceding calendar month.

This chapter shall take effect immediately upon its approval by the vote of the voters authorized to vote upon a proposition at a special election to be held.[1]
