A. 
The following uses shall be permitted in the "A-1" Agricultural District:
1. 
All agricultural pursuits, including buildings associated thereto.
2. 
Public buildings, facilities and utilities.
3. 
Roadside stands for the sale of farm products grown on the premises or in the vicinity, provided that such stand shall be required to be set back from the edge of the roadway pavement at least twenty-five (25) feet to permit adequate ingress, egress and parking.
4. 
Home occupations.
5. 
Single-family dwelling of the persons employed on the farm premises.
6. 
Accessory buildings customary, incidental and subordinate to the main dwelling.
7. 
Public or private non-commercial, recreational and cultural uses including country clubs, swimming pools, golf courses and wildlife preserves.
B. 
The following uses shall be permitted as conditional uses in the "A-1" Agricultural District. Such uses require authorization by the Board of Aldermen:
1. 
Temporary roadside stands for non-agricultural commercial sales.
2. 
Cemeteries, including mausoleums and crematories.
3. 
Churches and other places of worship.
4. 
Kennels, stables, dairies and riding academies, provided that any building or enclosure where animals or fowl are kept or exercise runways shall be located at least one hundred (100) feet from the boundary of any "R" district.
5. 
Airports and landing fields.
6. 
Commercial mining, oil and gas well drilling and operation, quarries and gravel pits.
7. 
Radio and television towers.
C. 
Minimum depth, width and lot size shall be provided in accordance with the requirements set forth in Article XIII.
D. 
Off-street parking space shall be provided in accordance with the requirements set forth in Article XIV.

A. 
The following uses shall be permitted in the "R-1L" and "R-1H" Single-Family Residential Districts:
1. 
Single-family detached dwellings, one (1) dwelling per lot.
2. 
Single-family patio homes.
3. 
Residential group homes. No group home shall be located within two thousand five hundred (2,500) feet of another group home. The exterior appearance of the home and property shall be in reasonable conformance with the general neighborhood standards. Group homes shall be eleemosynary or not-for-profit in nature.
4. 
Family day care business.
5. 
Nurseries, truck gardens, orchards or other similar uses limited to the propagation and cultivation of plants, provided no wholesale or retail business is conducted on the premises.
6. 
School, including private, elementary, high, college and universities.
7. 
Publicly owned or operated parks, playgrounds and community buildings.
8. 
Golf courses, but not including miniature golf courses or driving ranges or any other form of commercial amusement.
9. 
Customary home occupations.
10. 
Tool houses and construction sheds to be used for construction purposes only and which shall be removed upon completion or abandonment of construction work.
11. 
Transmission lines and telephone exchanges.
12. 
No more than fifteen (15) hens, geese, ducks or turkeys, or any combination thereof (hereinafter "fowl"), may be kept and maintained at any single-family residence. No roosters shall be kept or permitted. Any fowl so kept and maintained shall be used solely for the personal needs of the persons occupying the residence where such fowl are kept and maintained. The sale of fowl, eggs or other fowl products is prohibited. All fowl kept and maintained in an R-1 Residential District shall be confined in a fenced area of sufficient size to accommodate the number of fowl being kept, and shall be sufficiently constructed so as to keep such fowl from escaping and/or running at large anywhere within the City.

B. 
The following uses shall be permitted as conditional uses in the "R-1L" and "R-1H" Single-Family Residential Districts:
1. 
Museums, art galleries and libraries.
2. 
Churches and other places of worship, including parish houses and Sunday schools, but excluding rescue missions.
3. 
Public utilities and governmental buildings, including transformer stations, fire stations, pumping stations, elevated water towers, water ground storage tanks, lift stations, but excluding office buildings, garages and shops, loading yards and warehouses.
C. 
Minimum width, lot size and height dimensions shall be provided in accordance with the requirements set forth in Article XIII.
D. 
Off-street parking spaces shall be provided in accordance with the requirements set forth in Article XIV.

1. 
Any use permitted in the "R-1" District except for single-family dwellings.
2. 
Two-family dwellings.
3. 
Transmission lines and telephone exchanges.

The following uses shall be permitted as conditional uses in the "R-2" Two-Family Residential District:
1. 
Museums, libraries or art galleries.
2. 
Group day care homes.
3. 
Churches and other places of worship, including parish houses and Sunday schools, but excluding rescue missions.
4. 
Public utilities and governmental buildings, including transformer stations, fire stations, pumping stations, elevated storage towers, water ground storage tanks, lift stations, but excluding office buildings, garages and shops, loading yards and warehouses.
C.

The following uses shall be permitted in the "R-3" Multi-Family Residential District:
1. 
Any use permitted in the "R-1" and "R-2" Districts except for single-family dwellings.

Boarding, lodging or rooming houses.
4. 
Multi-family dwellings.
5. 
Parking facilities operated on a non-commercial basis.
6. 
Group day care homes.

8. 
Transmission lines and telephone exchanges.
B. 
The following uses shall be permitted as conditional uses in the "R-3" Multi-Family Residential District:
1. 
Museums, libraries and art galleries.
2. 
Public utilities and governmental buildings, including transformer stations, fire stations, pumping stations, elevated water towers, water ground storage tanks, lift stations, but excluding office buildings, garages and shops, loading yards and warehouses.
C. 
Minimum width, depth, lot size and height dimensions shall be provided in accordance with the requirements set forth in Article XIII.
D. 
Off-street parking space shall be provided in accordance with the requirements set forth in Article XIV.

A. 
The following uses shall be permitted in the "C-1" General Commercial District. They shall be permitted only upon the condition that no manufacturing, processing or treating of products other than that which is clearly incidental and essential to retail business and where all such products are sold at retail on the premises.
1. 
Arcades and game rooms, bowling alleys, theaters and other such similar place of entertainment, provided that no such building or premises is closer than fifty (50) feet to the boundary of any "R" district.
2. 
Ambulance service offices or garages.
3. 
Banks.
4. 
Bakeries and delicatessens with on-premises sales.
5. 
Boat sales.
6. 
Car wash.
7. 
Clinics, dental laboratories and similar medical service facilities.
8. 
Day care center.
9. 
Drive-in restaurant and other restaurant establishments.
10. 
Dry cleaning and laundromat.
11. 
Farm implement sales and service.
12. 
Funeral home.
13. 
Greenhouse or nursery, on-premises sales permitted.
14. 
Health and fitness centers, including dance studios.
15. 
Heating, air-conditioning and plumbing shop.
16. 
Library, museum, art gallery and similar uses.
17. 
Liquor store and tavern.
18. 
Miniature golf courses and driving ranges not accessory to golf courses.
19. 
Mobile home parks.
20. 
Motel and hotel, when located on State or Federal highway.
21. 
New or used automobile, trailer or motorcycle sales and service facilities, outside storage permitted, but excluding the wrecking of motor vehicles. The buildings housing any of the uses permitted herein shall be at least fifty (50) feet from the boundary of any "R" district and the lot on which the use is located or intended to be located shall be enclosed along any rear side lot abutting a "R" district with a screen or buffer as set forth in Article XV.

Nursing care facilities.
23. 
Offices, clerical, research and services not related to goods and merchandise, such as offices of attorneys, physicians, other professions, insurance and stock brokers, travel agents and government.
24. 
Off-street parking lot.
25. 
Personal services such as barber or beauty shop, dressmaking, tailoring, shoe repair, household appliance repair, interior decorating, catering, photography studio, furniture repair and other similar uses.
26. 
Public utilities and buildings.
27. 
Retail sales and rental of goods, merchandise and equipment.
28. 
Self-service storage facilities, provided that no activity other than the rental of storage units shall be conducted on the premises and there is no outdoor storage.
29. 
Service stations or gas stations, including repair shops.
30. 
Veterinarian, animal hospital, kennel or riding academy, provided that no such building, kennel or exercise runway is closer than one hundred (100) feet to the boundary of any "R" district.
B. 
The following uses shall be allowed as conditional uses in the "C-1" General Commercial District:
1. 
Intermediate care and halfway houses.
C. 
Minimum width, depth, lot size and height dimensions shall be provided in accordance with the requirements set forth in Article XIII.
D. 
Off-street parking space shall be provided in accordance with the requirements of Article XIV.

A. 
The following uses shall be permitted in the "C-2" Central Business District.
1. 
All uses permitted within the "C-1" District, except the following uses are prohibited:
a. 
Automobile sales.
b. 
Ambulance services.
c. 
Drive-in restaurants.
d. 
Farm implement sales and service.
e. 
Miniature golf courses and driving ranges.
f. 
Kennels and riding academies.
g. 
Commercial uses involving the outdoor storage of materials and supplies.
B. 
The following uses shall be allowed as conditional uses in the "C-2" Central Business District:
1. 
Residences as accessory uses in upper stories of multiple-story structures where ground space floor space is occupied by or intended to be occupied by uses permissible in the "C-2" District. Minimum square footage per dwelling unit shall be seven hundred fifty (750) square feet.
C. 
Minimum width, depth, lot size and height dimensions shall be provided in accordance with the requirements set forth in Article XIII.

A. 
The following uses shall be permitted in the "M-1" Industrial District:
1. 
Warehousing and the manufacture, processing, assembly, packaging or treatment of goods and materials, provided that there shall be no offensive noise, dust, smoke, odors, heat or glare noticeable at or beyond the property line and not more than ten percent (10%) of the lot is used for the open storage of products, materials and equipment.
2. 
Retail sales of products customarily produced by the principal use, provided that the gross amount of lot area devoted to sales and display does not exceed twenty-five percent (25%) of such gross lot area.
3. 
Any establishment which provides supplies and/or services to commercial and industrial customers, such as janitorial services, sign shops, packaging or shipping services, printing, engraving, photocopying, blueprinting, publishing and binding.
4. 
Any cleaning, servicing, testing or repair of goods or products and business and sales offices accessory thereto.
5. 
Public uses, buildings and utilities.
B. 
The following uses shall be permitted as conditional uses in the "M-1" Industrial District:
1. 
Warehousing and manufacturing activities where more than ten percent (10%) of the lot is used for the open storage of products, materials and equipment, provided that there shall be no offensive noise, dust, smoke, odors, heat or glare noticeable at or beyond the property line.
2. 
Accessory residential structure for a resident watchman and/or caretakers employed on the premises.
3. 
Acid manufacture.
4. 
Cement, lime, gypsum or plaster of Paris manufacture.
5. 
Explosives manufacture or storage.
6. 
Salvage yards.
7. 
Refining of petroleum or its product.
8. 
Smelting processes.
9. 
All permitted and conditional uses of C-1 General Commercial Districts.

C.
