All persons using water from the City water system shall be deemed to have agreed to be bound by the rules and regulations relating to waterworks and sewerage as they are now enacted and as they may be changed from time to time by the Board of Aldermen. For violation of any of these rules and regulations, the City reserves the right to discontinue service to said persons. The City reserves the right to shut off at all times the water for the purpose of making repairs or extensions or for any other necessary purpose.

The Board of Aldermen shall appoint a Supervisor of the City water and sewerage system by majority vote. In the event of a tie vote, the Mayor shall cast the deciding vote. The Water Supervisor shall be appointed for a period of one (1) year at the regular meeting of said Board in January of each year. The Water Supervisor shall hold his/her position for the term appointed subject to his/her work meeting the satisfaction of the Board. The work of the Water Supervisor will be subject to directions and instructions of the Board of Aldermen. Bills for expenditures will not be paid until approved by the Board, except that the City Clerk may make refunds of water deposits when approved by the Water Supervisor. The Board may dismiss the Water Supervisor at any time his/her work is not satisfactory or he/she does not follow the instructions of the Board.

A. 
The duties of the Water Supervisor will be:
1. 
Keep a record of receipts and expenditures which will be audited by a committee appointed by the Board at the end of each term.
2. 
Keep a current inventory of all supplies and equipment of the water and sewerage system on hand.
3. 
Take care of the regular and ordinary servicing and care of the well pump and other property of the water and sewerage system, reset meters, inspect material used and work done in connection with the waterworks and sewerage system.
4. 
Subject to the approval of the Board of Aldermen, purchase supplies and equipment and hire subcontractors which may be deemed necessary by the Water Supervisor.
5. 
When the services of the Water Supervisor are discontinued for any reason, to turn over all of his/her records to the Board.
