Examinations held to establish lists of eligibles for positions
in the civil service of the City, except for positions as police officers,
shall consist of one or more of the following parts as determined
by the City Manager and approved by the Board: written examinations,
oral examinations, performance tests, physical and medical tests,
training and experience and any other tests deemed necessary or appropriate.
Promotional examinations shall be open to all employees who
have completed their probationary periods and who meet the necessary
requirements and job qualifications as established by these rules
and regulations and as determined by the City Manager. Employees who
do not pass the qualifying promotional examination or achieve a satisfying
performance rating shall not be eligible to apply for the promotion
for a period of six months from the date of return to their former
position and until the date of the next examination for the same position.
The Board shall determine the weight to be assigned to each
part of an examination, where there is more than one part to an examination,
and the total percentage for all parts of the examination shall be
stated as 100%. Minimum passing grades for each examination, and for
each part of an examination, shall be established by the Board and
shall be included in the public notice of the examination.
Notices of applicants' grades, ineligibility for future
examinations, the administering of examinations, rules for the conduct
of examinations and penalties for improper conduct shall be as provided
above for the examination process for the position of police officer.
