A.
All applications for career service positions with the City shall
be made on forms developed and provided by the City Manager which
shall require information concerning training, experience, age and
other pertinent information and shall be signed by the person applying.
The City Manager may additionally require applicants to submit proof
of their age, citizenship and military service at the time the application
is made. Applications may be accepted at any time for any position
but shall be made in the manner prescribed by the City Manager.
B.
Reference checks shall be made as part of the preemployment procedure,
and former employers, supervisors and other references may be contacted
personally or by telephone. Reference checks shall be completed prior
to an offer of employment, shall be documented and made a part of
the applicant's file and shall be maintained as privileged information.
C.
The City Manager may reject any application which indicates that
the applicant does not possess any of the requirements as specified
in the public announcement of the examination or who does not satisfactorily
complete the prescribed application forms. Applications may also be
rejected if the applicant is physically unfit for the performance
of duties of the position to which he or she seeks appointment; if
he or she fails to qualify on the City's preemployment medical
examination; is addicted to the habitual excessive use of drugs or
intoxicating liquor; has ever been convicted of a crime or is guilty
of any disgraceful conduct; has ever been dismissed from the public
service for incompetency or misconduct; has ever been a member of
any organization which advocates the overthrow of the Government of
the United States by force of violence; has made false statements
of any material facts; practices or has attempted to practice any
deception or fraud in the application; or if his or her past employment
record is unsatisfactory as determined by a performance rating. Whenever
an application is rejected, notice of such rejection shall be mailed
to the applicant by the City Manager stating the reason therefor.
Applications also may be rejected if an applicant does not reply to
a mail inquiry within 10 days or does not return a telephone inquiry
within two days and fails to accept appointment within two days or
to report for duty within the time prescribed in the offer.
D.
The acceptance of applications, or examinations when required, for
career service positions shall be publicized in accordance with the
provisions of these rules and regulations requiring public notice
of examinations for civil service positions.
E.
The City is an equal opportunity employer. It is the City's
policy to grant equal employment opportunities to qualified persons

A.
Examinations may be held to determine eligibility for a career service
position and may consist of one or more of the following parts as
determined by the City Manager: written test, oral interview, performance
test, medical and physical tests, training and experience and any
other tests deemed necessary or appropriate.
B.
Promotion examinations, when deemed necessary or appropriate by the
City Manager, shall be conducted in accordance with the provisions
of these rules and regulations applicable to promotional examinations
for civil service provisions and with this article.
C.
In any examination to which there is more than one part, the City
Manager shall determine the weight to be assigned to each part, the
total of which shall equal 100%. Each part and the weight assigned
to each shall be specified in the official announcement of the examination.
Minimum passing scores for an examination and for each part of an
examination shall be established by the City Manager. Inspection and
confidentiality of records, reports and examination materials shall
be regulated in accordance with these rules and regulations. Notification
of the results of an examination shall be given in writing to each
applicant.
D.
Should an applicant be found guilty of any act tending to defeat
the proper conduct or the result of any examinations, his or her name
shall be removed from the eligible list resulting from the examination
or from any further consideration of the position applied for, and
the applicant shall not be permitted to make future application for
the position without prior written approval of the City Manager.
