§ 41-1 Board created; membership; terms.

There is hereby created a Human Needs and Resources Board in and for the City of Clairton. The Board shall consist of seven members to be appointed by the City Council for terms so fixed that the terms of office of three members expire once every three years and the terms of office of two members expire each in the other two years. The City Manager shall appoint an administrator involved in human services as an ex officio member of the Board.

§ 41-2 Terms of office.

The members of the Board shall be appointed by the City Council for terms of three years. The aforesaid appointments for specified terms notwithstanding, a Board member may stay in office until a successor qualifies or is appointed.

§ 41-3 Compensation; vacancies.

The members of the Board shall serve without pay, and vacancies on the Board which occur otherwise than by the expiration of a term shall be filled by the City Council for the unexpired term in the same manner as the original appointment.

§ 41-4 Powers and duties.

The Board shall:
Collect and assess data on social problems and needs of the City.
Investigate sources of funding appropriate for assisting in the solution of social problems.
Utilize resources now existing, including increased cooperation among community groups.
Report quarterly to the Council, as a whole, at a public meeting regarding community needs and resources.
Advise the administrative appointee of the Manager for human services with regard to community needs and the allotment of funds for such programs.
