A. 
The agenda for any meeting of the Council shall be prepared by the City Manager in consultation with the Mayor, the presiding officer of the Council.
B. 
The agenda for any meeting shall be posted at the Municipal Building 24 hours prior to a meeting.
C. 
No official action shall be taken by the Council on matters other than those listed on the posted agenda.
A. 
At the time appointed for any meeting of the Council, the Mayor shall take the Chair and call the meeting to order. If a quorum is present, as provided in the Charter, the Mayor shall proceed with the order of business prescribed in the agenda. If, upon the call of the roll, a quorum is not present, the Mayor may order a recess for a period of 15 minutes, and if a quorum has not developed by that time, the Mayor shall declare the meeting adjourned.
B. 
Three or more members of the City Council shall constitute a quorum, but no action of the City Council shall be of any force or effect unless it is adopted by the favorable votes of three or more members of the Council.
C. 
When copies of the full text of the minutes of a prior meeting have been included in an agenda which has been posted at the Municipal Building 24 hours prior to a meeting, the reading of such minutes at the meeting in which they are considered is not required.
D. 
When copies of the full text of proposed ordinances and resolutions have been included in an agenda which has been posted at the Municipal Building 24 hours prior to a meeting, the reading of such proposed ordinances and resolutions in their entirety is not required.
A. 
The Mayor shall be responsible for the orderly conduct of business at each Council meeting and shall preserve order and decorum at such meetings. All questions of order shall be decided by the Mayor without debate, subject, however, to an appeal by any Council member. Any ruling made by the Mayor on a question of order may be overruled by a majority of the members present.
B. 
Every member of the Council desiring to speak shall address the Chair and, upon recognition by the Mayor, shall confine remarks to the question under debate, avoiding all indecorous language. A member of the Council, once recognized, shall not be interrupted when speaking, unless it is for the purpose of calling such person to order. If called to order, the member of the Council shall cease speaking until the question of order is determined.
C. 
The roll of members shall be called alphabetically, except that the Mayor shall be called last. Roll-call votes shall be taken for the adoption of all ordinances and resolutions and shall be recorded by the City Manager, or by an individual designated by the City Manager.
A. 
During the consideration of all business included on the agenda, members of the public are not allowed to participate or make comments unless requested to do so by the Mayor. After the Council has conducted all business prescribed in the agenda for the meeting, an opportunity to address the Council shall be afforded the public.
B. 
A citizen shall be provided a reasonable amount of time to address the Council. The Mayor shall limit the time each person shall speak giving equal time to all.
C. 
When a group of persons wishes to address the Council on the same subject matter, it shall be proper for the Mayor to request that a spokesperson be chosen by the group to address the Council and to limit the number of persons addressing the Council on the same matter so as to avoid unnecessary repetition.
D. 
Any person making offensive, insulting, threatening, insolent, slanderous or obscene remarks or who becomes boisterous or who makes threats against any person or against public order while in the Council chamber shall be forthwith barred by the Mayor from further audience at the meeting unless permission to continue is granted by the majority of the Council members present.
